About the Position: This position is located with the U.S. Army Research and Development Center (ERDC), CONSTRUCTION ENG RESEARCH LAB, OFFICE OF TECHNICAL DIRECTORS

Duties

Serve as a senior advisor to the Director, on program issues affecting the lab’s civil works programs Develop new business in support of USACE, Army, and National science and technology priorities. Programs incorporate civil, environmental, mechanical, and electrical engineering; architecture; computer science; operations research; physical science; biology; chemistry; community planning; and social science. Studies may involve broad technical scopes and worldwide distribution of outputs and outcomes. Engage with relevant customers and stakeholders across echelons and organizations to conduct research and deliver innovative solutions Research and Innovative solutions include operational awareness, business intelligence and analytics, increased automation, and proactive planning to improve civil works resilience, readiness and efficiency. Understands customer and stakeholder communities, as well as ERDC and CERL strategic stances Support efforts to conduct research, develop products, transition solutions, field technologies, provide technical support, and operationalize and sustain Research and Development products. Exercises a high degree of originality and sound technical judgment in the formulation and/or execution of assigned research. Exercise the highest level of purely technical review within the organization, as well as technical interpretation and application of research results throughout the agency. Leverage existing capabilities developed through reimbursable research programs and military Research and Development activities to shape new capability areas for ERDC-CERL. Integrate laboratory capabilities and shape new capabilities Support the annual laboratory budget development process and conduct day-to-day management duties. Plan and direct the work in accordance with general policies and directions as formulated by the laboratory and headquarters Participate in development of guidance to be followed with respect to broad program objectives and budget and time limitations Obtain funding and assuring satisfaction of project or program requirements to sponsoring officials. Provide overall direction of project undertakings from initial to final stages Work with other Technical Directors, Division Chiefs, and other laboratory management in planning and setting up projects and schedules to satisfy financial and technical requirements. The Technical Director may execute supervisory responsibilities for an Associate Technical Director and Administrative Support staff. These duties will not exceed 25% time.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • One-year supervisory probationary period may be required. A one-year probationary period is required if the selectee has not previously met this requirement.
