The architect plays a pivotal role in leading design and construction project management services, overseeing budget and schedule management, conducting construction inspections, and providing construction cost estimating services.

Duties

The primary responsibilities include overseeing and planning all aspects of planning, design, and construction for research and clinical facilities, laboratories, animal holding areas, and utility systems at the National Institutes of Health. In this position, one must lead site investigations, assess data to determine feasibility, topography, and site configuration, as well as evaluate the condition of structures and essential data before initiating the design process. Additionally, the role involves directing the preparation of detailed fee estimates and monitoring the effectiveness of contractors in meeting contractual requirements. An important aspect of the role is to ensure strict adherence to federal, state, and local codes related to health, safety, and the environment throughout the programming, design, and construction phases of real property facilities.

Qualifications

In order to meet the Basic Qualification Requirements of an Architect, GS-0808 position, you must have: A. I qualify for this position because I have a degree with a major in architecture; OR B. I qualify for this position because I possess a degree in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems; OR C. I qualify for this position because I have a combination of education and experience-college-level education, training, and/or technical experience as demonstrated by at least one of the following: (1) Related Curriculum: I have a degree in architectural engineering with course work covering function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities OR; (2) Experience: Experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. In addition to the Basic Qualifications above, you qualify at the GS-13 level if you meet the following qualification requirements: I qualify for this position at the GS-13 level because I have 1 year of specialized experience at or at least equivalent to the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: planning architectural projects for multiphase new construction, renovation, and improvement projects; conducting site investigations to determine feasibility, topography, and site configuration; participating in review of bids, contractors' proposals, contract specifications and designs, as well as in contract negotiations; using computer aided design and drafting (CADD) programs and project tracking programs; resolving problems or conflicts impeding progress, and assuring that contractors and organizational staffs work effectively toward timely completion of projects.
