About the Position: Serves as the Gender Advisor (GENAD) expert for implementation of a gender perspective in military operations in accordance with the U.S. Women, Peace, and Security (WPS) Act of 2017, U.S. Strategy on WPS, and Department of Defense (DoD) WPS guidance, withing the War Plans Division, Pentagon, Arlington, Virginia.

Duties

Conduct onsite reviews or makes special visits to organizations to resolve problems, create innovation, and provide staff assistance on matters related to the Women, Peace, and Security (WPS) strategy. Respond to inquiries regarding WPS topics, initiatives, or development of WPS program forecasting, funding, and execution from agencies. Monitor WPS program costs, schedule, and performance and advises senior leadership on recommendations to support strategic and operational WPS activities. Conduct normal and routine assessments, monitoring, and evaluation of agencies WPS implementation as part of the annual congressional reporting requirement. Provide authoritative guidance, advice, and assistance on complex and sensitive matters concerning WPS-related subjects. Establish a network of trained Gender Advisors and Gender Focal Points within HQDA and other agencies. Enable key stakeholders to improve program investment decisions related to advancing WPS activities using objective and meaningful performance measures. Identify non-standard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top-Secret security clearance.
  • May occasionally be required to work other than normal duty hours or overtime on an emergency basis.
  • This position is a Testing Designated Position subject to applicant testing and random drug testing. Selectees will be required to sign DA Form 5019 requiring participation in random drug urinalysis testing.
  • Requires up to 10% travel.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
