The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data.

Duties

Maintain a comprehensive understanding of core responsibilities of the team including coordination, integration, synchronization, and oversight of the IC's intelligence sharing policy and understanding of the Intelligence Community's U.S. hostage/wrongfully detained activities and intelligence output. Lead, plan, promote, and share information and knowledge within ODNI, across the IC, and with other USG agencies to provide situational awareness of National Policy Support Group activities and significant IC direction affecting the intelligence sharing and hostage and wrongfully detained mission. Regularly liaise with IC, ODNI and USG organizations including the State Department, Office of General Counsel, Office of Legislative Affairs and National Intelligence Managers in order to synchronize hostage recovery and wrongfully detained efforts and areas of overlap. Lead, advise, and oversee IC intelligence sharing activities, and develop IC guidance, in response to NSC policy direction. Guide the planning, preparation, and presentation of executive-level briefing papers and other related materials regarding intelligence sharing issues, foreign partnerships, and IC policies for Senior IC leaders and Congress. Initiate, cultivate, and maintain productive working relationships with colleagues, experts, IC members, and policy committees and use these relationships to share information of IC interest; attend internal and external training, seminars, or conferences on broad intelligence topics or more strategic subject areas. Lead or support special projects as assigned, including support to 2024 Presidential Transition Contingency Planning. Develop and continually expand personal expertise in facilitating the cooperation and effective coordination of organizations within ODNI, the IC, and other U.S. Government agencies. Qualifications

Mandatory Requirements: Extensive knowledge of the U.S. Government and its IC components, missions, and interrelationships and experience working either with or in a major U.S. Government or IC organization; extensive understanding of the authorities, roles, and responsibilities of the organizations within the IC community. Demonstrated ability to build and sustain professional networks and collaborate with both management and staff to continuously improve community relationships, products, and services. Demonstrated knowledge of US Hostage, Wrongfully Detained, and Detainee Issues and understanding of the IC-policy process related to these issues. Demonstrate negotiation, influencing, and conflict management skills; experience resolving complex, cross-component and cross-program issues. Extensive ability to manage sensitive matters and/or complex problems, make key contributions to group efforts, and exercise appropriate leadership and initiative. Demonstrated ability to apply knowledge of ODNI and IC organizations and relevant customer organizations or operations (e.g., intelligence disciplines, military, policymakers, and law enforcement) in order to effectively address their national intelligence requirements and provide appropriate policy responses to meet IC needs. Demonstrated interpersonal, organizational, and problem-solving skills, including demonstrated ability to work independently and in a collaborative environment effectively with senior officials, management, teams, and colleagues. Demonstrated written and oral communication skills with demonstrated ability to articulate complex intelligence issues to a wide audience, including the ability to write policy or analytic products for the senior U.S. Government officials and the IC workforce. Demonstrated project leadership capabilities, including the ability to effectively coordinate business processes, deliver within time constraints, manage competing priorities, and adjust quickly to deal with time sensitive requirements. Demonstrated ability to lead interagency planning efforts for complex interagency projects, taking into account a diverse range of considerations and ensuring that the activities can be successfully completed.
