This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Perform a variety of duties involved in the installation, modification, repair, and maintenance of high temperature water and high and low pressure steam, gas and chemical systems. Plan and oversees/performs the removal of asbestos from a variety of areas, equipment and structures, such as, boiler rooms, office spaces, and industrial areas. Maintains and repairs hydraulic systems Installs and repairs water mains, main water valves, check valves, water meters, pressure reducing valves, fire hydrants, sprinklers and fire protection equipment. Record information in the proper logs and prepare monthly reports. Able to read, interpret and apply numerous technical publications and manuals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
  • Incumbent must obtain and maintain a Backflow Prevention Device Tester/Mechanic certification.

Qualifications

You will receive credit for all qualifying experience, including volunteer experience. There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. To meet basic eligibility, you must receive at least two points on the screen-out element indicated below and must have an average of two points on all the job elements listed below. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Pipefitter ~ without more than normal supervision. I have the ability to perform common Pipefitter duties. I can perform duties involved in the installation, repair and/or maintenance of high temperature water and/or high and low pressure steam, such as steam heating, steam generation, hydraulic and vacuum systems, reducing stations, valves, radiators, and circulating pumps. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Makes repairs and installations from ladders, scaffolding and platforms and where the systems and equipment worked on are in hard-to-reach places. The incumbent must stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. Frequently handles, lifts, carries, and sets up parts and equipment that weigh up to 50 pounds. Occasionally may, lift and carry items that weigh over 50 pounds, with assistance from other workers or equipment. WORKING CONDITIONS: Work is performed inside and outside. Incumbent may be exposed to a variety of weather conditions. There may be occasional exposure to possible breaking of bones and frequent exposure to cuts, bruises, burns and scrapes. There is frequent exposure to uncomfortable heat conditions. Work is usually dusty, dirty and greasy. Periodically, the work is performed where fumes and/or toxic substances, such as asbestos particles, are present thereby requiring incumbent to be able to effectively wear a sealed, tight fitting, full-face mask and/or other protective safety equipment for safety and health reasons only. Protective gear may be heavy or uncomfortable at times.
