Duties

The Biologist (Range Program Manager) oversees management of 28,000 acres of active beef and dairy operations on National Park Service lands managed by Point Reyes National Seashore. The position is responsible for: Implementation of actions identified under PORE's General Management Plan Amendment Record of Decision (2021) and for meeting associated regulatory requirements of the GMPA. As such, the program manager must collaborate with a range of stakeholders including ranch operators, regulatory agencies, other associated organizations and agencies, interested members of the public, other park divisions, and regional and national NPS staff members. The program manager leads both water quality and range monitoring and implements a variety of conservation and resource protection projects within the area. The program manager will work closely with the Superintendent's Office and other members of the park Leadership Team on range related issues and will coordinate the activities of a small team of technicians and interns involved in this work.

Qualifications

All qualifications must be met by the closing date of this announcement-12/06/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience that includes courses equivalent to a major, as shown in 1 above, plus appropriate experience or additional education. The quality of this combination demonstrates possession of the knowledge, skills, and abilities required to perform work in the 0401 occupational series and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Minimum Qualification for GS-12 One year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service performing work in or directly related to the position to be filled. Qualifying experience includes: developing or conducting range management strategies to prevent resource damage to sensitive habitats or meet desired conditions; developing strategies for the prevention and control of invasive plant species; designing, developing, testing, or implementing long-term water quality and vegetation monitoring protocols; incorporating appropriate GIS technology to inform project planning, report results, or answer inquiries from managers and others; developing cooperative and interagency agreements or other cooperative instruments needed to effectively carry out resource stewardship goals; developing and maintaining effective working relations with related groups and individuals, agencies, and the public in order to encourage and facilitate cooperative resource management strategies. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies.
