About the Position: The incumbent will serve as a Supervisory Construction Control Representative at the Directorate of Public Works (DPW) in Fort Riley, KS.

Duties

Ensure evaluation methods provide for the systematic and equitable reviews appropriate to the service including methods for acceptability of performance. Anticipate problem areas and work closely with contractors to prevent major shutdown or failure of systems. Perform quality assurance and/or review quality assurance reports of subordinates to evaluate the contractor performance. Responsible for inspection and contract administration covering the maintenance, repair, modification of facilities and equipment, heating, cooling, electrical (interior/exterior), and services for a major military installation. Administer the development of Independent Government Estimates (IGE). Attend meetings with contracting personnel during negotiation processes. Analyze contractor requests for modifications, improvements and claims. Develop performance requirements and conduct performance appraisals. Direct the operations of construction control throughout the organization. Input data into a variety of automated computer management systems in order to process funds. Participate in the contract source selection and evaluation process. Generate human resource personnel actions. Assign work to personnel based on mission operation priorities, manpower, and funding.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must possess and maintain a state driver's license.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report.
  • The OGE450 is required upon entering the position and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 30 August 1993.
  • Incumbent must maintain or obtain a Contracting Officers Representative (COR) certification within 4 months of employment.
  • This position requires a pre-appointment physical.
  • Regularly requires extended periods of walking, standing, or bending while observing various contractor operations, maintenance procedures, or other functions, and performing inspections of completed work.
  • Lifts and carries moderately heavy equipment such as ladders and test equipment.
  • Supervisory probation required.
  • Recruitment/Relocation/Retention Incentive may be authorized.

Develop Quality Assurance (QA) surveillance procedures to inspect the construction operations of contractors to determine the efficiency and effectiveness of services; 2). Review contractor operational reports for approval to ensure accuracy and compliance with construction guidelines; 3). Serve as an approving official for construction progress reports pertaining to percentages of completed work to authorize contractor payments; and 4). Assign work to personnel based on priority levels in order to meet organizational deadlines. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Specialized Experience: One year of specialized experience which includes 1). Administer contractual work conducted by construction control representatives to ensure facility and equipment maintenance is properly completed; 2). Exercise approval authority to renew options for construction contract services; 3). Determine work requirements to ensure manpower and funding is available to accomplish organizational missions; and 4) Perform quality assurance reviews to evaluate the contractor's construction performance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: project management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
