The primary purpose of this position is to plan and administer quality leisure/recreation programs and services to a community of DOD Active duty/retired military, and eligible dependents and civilian personnel.

Duties

Within the overall plans developed by higher level offices and refined by the individual's supervisor, plan and emphasizes leisure/recreation services to be offered, both those within basic program categories and those additional ones made possible through available resources and desirable in terms of participant interest and needs. Plans and coordinates the details of both special and recurring activities, such as cultural theme programs, special leisure time events including exhibits and talent shows, and various recreation activities undertaken jointly with the adjacent civilian communities, ensuring maximum use of the facility, services, and other resources. Solicits volunteers and paid services for activities which could be scheduled without such assistance (i.e., instructors and entertainers). Develops comprehensive program plans, budget requirements, and publicity strategy with supporting data for inclusion in the overall program plan for the leisure activities segment of the community center.

  • This position has regular contact with children. In accordance with Public Laws and DoD Instruction 1402.05, background checks are required.
  • DD Form 2981 Basic Criminal History and Statement of Admission, Installation Records Check, FBI fingerprint, and Tier 1 with a State Criminal History Repository (SCHR) checks will be completed selectee.
  • Renewal every five years of the Installation Records, FBI Fingerprint and SCHR is required with annual review of DD Form 2981
  • This position is a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes evaluating recreation needs; planning, organizing, advising on, and administrating recreation activities and programs; providing comprehensive leisure services program to military and Department of Defense civilian members; promoting and enhancing the physical, social, and emotional development of community; modifying, adapting, expanding, or otherwise changing plans and procedures relating to each activity; evaluating effectiveness of ongoing programs, services and activities; assessing budget needs for equipment, supplies, and expenditures that support day-to-day operations and long-term goals and objectives; conducting regular safety, fire, health, and other required inspections; and promoting programs, services, and activities through all available mediums. OR EDUCATION: Successful completion of one full academic year of graduate-level education with major study in general recreation, or one of the appropriate fields of recreation such as: outdoor recreation; recreation and parks leadership; wild land recreation management; natural resources recreation; youth recreation; public, urban, or community recreation; special populations recreation (e.g., senior citizens, institutional, etc.); or physical education OR completion of a bachelor's degree in a subject area related to the position with Superior Academic Achievement. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100% FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: General knowledge of morale, welfare, and recreation concepts. Knowledge of community recreation administration, planning and implementation techniques to develop and implement a variety of recreational programs, services, and community activities. Knowledge of resources for recreational/entertainment agent/vendors, equipment, games, supplies and related material. Skill and ability to organize and administer a variable volunteer and paid workforce. Basic ability and skill to operate office automation equipment; a qualified typist is not required. Ability to communicate orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
