The NIDCD is seeking exceptional candidates for the position of Associate Director for Administration (Executive Officer). This is a career Federal position in the Senior Executive Service (SES). See "Duties" section for a list of the major responsibilities. As part of the SES at NIH, you will be among a group of highly skilled executives, contributing to one of the most important missions in the Federal government: to enhance health, lengthen life, and reduce illness and disability.

Duties

This position is in the Office of Administration (OA) within the Office of Director (OD) at NIDCD. This office develops and provides administrative policy guidance and staff direction to the Institute's multidisciplinary research programs; directs, coordinates, and evaluates the development and progress of administrative management activities. This office provides management guidance and administrative services to Institute components; and provides an integrated program of financial, analytical, and administrative reports related to the Institute's programs. This position provides guidance to the Director on policy, regulations, science policy, legislative analysis, information technology and cybersecurity, public communications, budget, and general administration. This position plays a critical role in the daily operations of the NIDCD and in implementing the new NIDCD strategic plan working closely with the Director and Chief Diversity Officer to include Diversity, Equity, Inclusion and Accessibility goals. This position directs activities of six branches/offices: Financial Mgmt Branch, Administrative Mgmt Branch, Information Systems Mgmt Branch, Office of Health Communication and Public Liaison, Science Policy and Planning Branch, and Ethics Office. This position advises staff on ethics statutes, conflict of interest, standards of conduct, outside activity and official duty, and gift acceptance. This position establishes and maintains managerial controls on the use of Institute funds, human capital, and other resources, as required by statutes, rules, regulations, policies, and procedures. This position is the focal point for interactions with the Director, NIH, Office of the Secretary, HHS, Office of Management and Budget, and other Federal government agencies, Congress, and non-Federal organizations. This position serves on a variety of NIH governance committees and is required to coordinate and lead efforts to adjust to new cybersecurity demands. The NIDCD has an annual budget of $534,330,000 and a staff of approximately 145 federal employees (FTEs), in addition to approximately 122 employees in non-federal status.

All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results. Senior-level experience in administrative, supervisory, managerial, professional and/or technical work which provides the opportunity to acquire knowledge of management principles, practices, methods, and techniques; an understanding of the needs and problems of administering public programs or programs supporting biomedical research. 2. Demonstrated knowledge and application in the management of an organizational ethics program; strategic planning and management of human capital to include working with a diverse workforce, directing, and developing a subordinate staff; and the ability to design human resource strategies to meet the organization's mission, strategic vision, and goals as well as to achieve maximum potential of all employees in a fair and equitable manner. 3. Senior-level experience in advising management staff on all fiscal, legislative, administrative, organizational, and human resource matters affecting the organization. 4. Demonstrated proficiency in using practices to maximize the efficiency of operations and ensure coordinated, streamlined, and result-oriented management. 5. Senior-level experience which demonstrates a commitment to building strong working relationships that advance diversity, equity, inclusion, and accessibility. Political, Schedule C, Non-career SES Appointee*: In the last five years, based on the closing date of this announcement, have you been or are you currently an employee in the Executive Branch serving on a political, Schedule C, or Non-career SES appointment?
