The primary purpose of this position SUPERVISORY TRAFFIC MANAGEMENT SPECIALIST, NH-2130-02 is to serve as the first line supervisor traffic management responsible for planning, directing and developing a traffic management program for the packing and transportation of personal property.

Duties

Plan, organize, and oversee the activities of the organization, ensuring operations comply with legal and regulatory requirements and meet customer needs. Plan workload to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Participate in special operation projects and initiatives and performs special assignments. Represent the organization with a variety of installation and functional area organizations. Develop goals and objectives that integrate organization objectives.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the GS-2130, Traffic Management Series. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have, or within 120 days of the closing date of this announcement will have, at least three years of general experience, one year of which was equivalent to Federal experience at the next lower grade (GS-4), level, pay band, or equivalent (pay schedule, pay band, etc). General experience is described as: Experience that provided a general knowledge and understanding of traffic or transportation programs or operations. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicant must have successfully completed a 4-year course of study leading to a bachelor's degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants musthave equivalent combinations of successfully completed post-high school education with Major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position, or possession of a certificate as Certified Member, American Society of Transportation and Logistics and you must also have general experience directly related to the work of the position as outlined above that meets the requirements of the position. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the applicable logistics management principles, concepts, policies, and laws; logistics functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve logistics problems; and all aspects of integrated logistics support. 2. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 3. Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium sized organization. 4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
