About the Position: Serve as a Human Resources Specialist in U.S. Army Installation Management Command, Installation Management Command (IMCOM) Directorate, Human Resources Support Team at Redstone Arsenal, Alabama.

Duties

Prepare and present human capital reports and briefings on program status and/or recommended action to appropriate individuals. Plan and draft human resource management policies and guides to meet the needs and goals of the ID for use by HR offices in the support of subordinate garrisons. Demonstrate ability to use multiple data base systems (i.e.., EMPRes, Defense Civilian Personnel Data System, Business Objects/Business Intelligence, and AutoNOA). Demonstrate ability to clearly and effectively articulate, presents, and promote varied ideas and issues (to include sensitive or controversial topics) before management. Keep subordinate garrisons informed of status of constantly changing policies/procedures affecting program areas. Provide expert advice on HR policies, directives, and guidelines on a full range of matters related to human capital management, performance management, telework, and workforce and leader development. Provide direct support to subordinate ID garrisons on human resource issues. Analyze and evaluate program execution at subordinate installations; participate in Organizational Inspection Programs; recognizes problem areas; and originate solutions to complex and unusual issues. Provide staff level technical advice and assistance to all levels of management officials within the IMCOM Region on issues related to management of Civilian Personnel and the Army Substance Abuse Program... Provide staff level technical advice and assistance to all levels of management officials within the IMCOM Region on issues related to Administrative Services Division and the Army Continuing Education System. Keep abreast of new developments and regulatory guidance from higher authorities and provide interpretive guidance to supported garrisons. Determine the need for, and developing and conducting seminars, workshops, or training to assure the ID HR management is administered effectively. Prepare and present reports and briefings on program status and recommend action to key staff elements. Prepare onsite staff visit reports. Manages multiple staff actions in full range of HR matters requiring Command review, both internally and externally. Prepare responses to Congressional, Army Audit Reports, IG Inspections, DA and OPM surveys, etc., regarding policies and practices.

  • Must be able to obtain and maintain a Secret security clearance.
  • This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
