The Supervisory Policy Analyst is responsible for supervising and directing a team engaged in the analysis of housing finance policy, focusing on single-family residential matters. The incumbent will evaluate the policy implications of various proposals affecting the agency's functions and responsibilities, with an emphasis on compliance with office guidelines and internal processes. Additionally, the incumbent will oversee staff development and be an essential part of the OHRP management team.

Duties

Office of Housing and Regulatory Policy The Office of Housing and Regulatory Policy (OHRP), part of the Division of Housing, Mission, and Goals, is responsible for analyzing and developing housing and regulatory policy for the Enterprises, pursuant to their statutory missions and congressional charters. Major Duties & Responsibilities This vacancy announcement will be used for a manager position in the Office of Housing and Regulatory Policy. The incumbent selected will perform the following duties: Supervises and directs the team's work that focuses on evaluating and providing ongoing policy analysis across the mortgage lifecycle, including secondary market loan delivery requirements, servicing, and asset disposition. Oversees areas of policy analysis may include underwriting and collateral standards; mortgage programs and products; business operations and processes; performing and delinquent loan management; and quality control. Directs this team's work involving broad policy discussions related to the access and availability of affordable mortgage credit, prudent risk management and sustainable homeownership. Oversees the development and publishing of management reports and dashboards. Gathers and reviews information on programs, policies, and activities, evaluates and assesses information gathered to draw conclusions and make recommendations. Supervise and direct a staff responsible for the development, review and implementation of a wide range of legislative and regulatory policies. Analyze, document, and recommend solutions for highly complex questions concerning regulations, policies, and other actions as they apply to FHFA and the Enterprises. Resolve complex factual or policy issues requiring appropriate research and analysis. Prepare or assist in the preparation of issues papers and recommendation documents. Provide expert analysis and advice identifying areas of importance and potential problems and recommend courses of action on policy issues affecting the agency. Collaborate with high level executives and staff to ensure that the supporting policies, programs and regulations are effectively developed and implemented. Provide leadership and guidance to direct reports, agency management and others regarding policies, regulations, and other issues. Manage/direct research, forecasting, development, implementation, and evaluation of complex local, state, and national issues, which affect policies, plans, regulations, performance, and legislation. Manage a broad range of complex analytical assignments that may impact various offices within the agency. Develop and implement monitoring and oversight to ensure compliance with policies and procedures. Performs other duties as assigned.

Qualifications

In order to qualify for the Supervisory Policy Analyst position, you must meet the specialized experience requirements for the grade level described below. Your resume must clearly describe your relevant experience. Minimum Qualification Requirement for the EL/GS-15 level: To qualify for the EL/GS-15 grade level, you must demonstrate that you have at least 52 weeks of specialized experience equivalent to the EL/GS-14 level in the Federal service or private sector. Examples of specialized experience includes the following: Experience developing, analyzing, monitoring, programs, policies, and activities as they relate to market loan delivery requirements, servicing, and asset disposition. Experience conducting complex analyses and providing expert advice and recommendations on policy matters, including mortgage industry data standard. Experience establishing and implementing goals, policies, guidelines, short and long-term plans and priorities necessary to support an organization's mission and goal achievement. Experience leading and motivating subordinate employees. Experience coordinating projects involving intra-agency teams and/or external parties. Time-In-Grade: Current or Former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the: EL-15 position, applicants must have served 52 weeks as an EL/GS-14 or higher in the Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
