Ambulatory Care Service is comprised of over 500 employees which are dispersed between LTC Charles S. Kettles campus and Community-Based Outpatient Clinics (CBOC) in Flint, Jackson, Howell, Adrian, and Canton, MI, and Toledo, OH. The incumbent will serve as the Program Analyst for the VA Ann Arbor Healthcare System Ambulatory Care Service. In this capacity, he/she will provide data analysis and advise management officials in the largest service at the VA Ann Arbor Healthcare System.

Duties

MAJOR DUTIES Data Extraction and Analysis 60% The program Analyst assists with improving patient access, meeting VA performance measures, meeting various accreditation requirements, increase efficiency by developing panel management tools, improving workload capture VERA reimbursement and other products. Works closely with the other service, facility, and VISN leaders to analyze and use data to enhance access, quality and efficiency of patient care as well as business (administrative) outcomes. This is completed in many differing ways including facilitation of diverse groups and/or multi-disciplinary committees. Incumbent gathers, develops, and interprets data from available information systems requiring extensive knowledge of VA systems, including VistA, Veteran Support Service Center, Network Computer Data Warehouse, and others.Independently researches VA data resources and develops an in-depth understanding of how databases and reports are organized. This requires frequent discrepancies between data sources requiring investigation and resolution to differing information released. Identifies necessary changes in cost distribution related to RVU's and will determine the appropriate corrective actions. Decisions will be made by the incumbent managing these DSS activities. Analyzes staff productivity and efficiency through the use of the locally developed and maintained databases; forecasts, trends and provides information to the Chief of Ambulatory Care, and in some circumstances Chief of Staff Office. The incumbent is responsible for implementing a system of control which assures that the fiscal management of the service is suitable using a sound basis, and acceptable accounting practices. This includes the appropriate use and understanding of Fund Control Points and insuring expenditures of funds conform to budget plans without marked deviations. Coordinates and disseminates data, special projects, etc. relevant to his/her program responsibilities with medical center staff for review and/or action. Serves as a data resource for other areas of the healthcare system as needed. Project Management 35% Communicates effectively with a broad customer base in order to translate customer defined general requirements into project specifications. Works closely with customers to refine requirements and adjusts project plan to incorporate evolutionary thinking. Determines data needs, establishes data collection procedures, designs report formats, and presents findings within assigned deadlines. Prepares findings for presentation in the form of written reports, graphs, charts, tables or other summaries. Contributes technical knowledge of data to the preparation of reports. Works closely with program officials at the VISN and the facility to gather information and negotiate concurrences to expedite executive decisions. Actively participates on relevant process improvement committees. The incumbent serves in a consultant role to the Chief, Associate Chief Nurse, Administrative Officer and Supervisory Management & Program Analyst, providing guidance, recommendations, and monitoring in the implementation, management and evaluation of oversight programs within Ambulatory Care ensuring that the programs meet the required standards and/or criteria. Clinic Profile Management 15% Provides back up to Clinic Profile Management Team. Demonstrates advanced knowledge of managing a clinic and authoritatively utilizes various reference sources. Responsible for creating new clinics, adjusting existing profiles as necessary for changes, inactivating & cancelling clinic availability. Validates accuracy of all clinic set up including locations & contact information that accurately direct patients to the clinical service. Coordinates ancillary needs stemming from clinic profiles such as encounter forms, printing, MCA and MCCR billing. Performs other related duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/04/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques concerning the efficiency and effectiveness of the department's processes and practices. Assignments typically involve all aspects of managing departmental data measurement and analysis, flowcharting of work processes, and the use of statistical measures. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a graduate degree. Physical Requirements: The work is primarily sedentary.
