The Office of Governmental Affairs (OGA) formulates legislative, interagency/intergovernmental, and policy proposals; facilitates discussions on behalf of the Under Secretary and Director of USPTO, as well as the Department of Commerce (DOC), regarding Administration positions on intellectual property matters raised in domestic legislation.

Duties

THIS VACANCY IS OPEN TO CURRENT USPTO EMPLOYEES ONLY. NON USPTO EMPLOYEES/CANDIDATES WILL NOT BE CONSIDERED. The physical worksite for this position is located in Alexandria, Virginia. This position is eligible for Maximum telework eligible per agency and business unit discretion/policy. IN OFFICE REQUIREMENT: This position may require in office attendance, as required for special events and/or projects, upon advance notification by management. This position is located in The Office of Governmental Affairs (OGA) This rewarding position is for you if... You will thrive at serving as an expert senior advisor to OGA and USPTO leadership focused on interagency coordination and intergovernmental affairs and related programs and initiatives of major significance to the agency and the U.S. Department of Commerce (DOC). You're ready to serve as the USPTO representative at senior and executive levels of government and is required to influence and effect solutions for issues relating to interagency/intergovernmental projects. You possess the organizational skills to plan and organize sessions to present information to working groups within the White House; other Federal governmental agencies, including the U.S. Copyright Office (USCO), International Trade Commission (ITC), Federal Trade Commission (FTC), and state and local government agencies on agency programs and operations, goals, objectives, and various intellectual property matters that have implications for interagency and intergovernmental proposals. You possess exceptional communication skills in order to provide oral and written updates for OGA and USPTO leadership on the status of proposals involving intergovernmental and interagency work concerning a broad range of subjects related to USPTO's mission programs. You look forward to representing the USPTO in meetings, discussions, and other sessions with senior officials reporting to DOC's Under Secretaries.

Qualifications

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at: OPM - General Qualifications Standard Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-14. Specialized experience for this position includes: Experience independently researching, developing, analyzing, planning, executing, and evaluating priority initiatives involving interagency coordination, intergovernmental affairs, and cross-governmental initiatives related to intellectual property. Experience overseeing pertinent congressional activity, developing and pending legislation, and relevant cross-governmental work related to intellectual property and special interests. Experience providing advice to senior officials on intergovernmental matters and policies that affect the substantive programs or interests of the agency. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
