The Administrative Officer of the Day (AOD) is an administrative position which serves as the representative of the Medical Center Director on all administrative matters during other than regular working hours of the day, weekends and holidays. The AOD is the Medical Center's designee with the authority to act on behalf of the Director in (non-policy making} administrative matters, with the authority to manage after-hours staff to effectively.

Duties

The AOD is delegated full authority for administrative activities occurring on tour. He/she interprets VA rules and regulations relating to determining legal entitlement to benefits relating to hospital admission nursing home, dental, fee basis and outpatient care; dental treatment; prosthetic appliances; patient transfer; and beneficiary travel. The AOD is authorized as the certifying officer for documents pertaining to the administration of laws concerning the VA. The incumbent coordinates the resolution of medical-legal problems concerning the medical center and ensures that appropriate legal, regulatory and policy requirements are met. The AOD provides administrative authority, guidance, and advice to the Emergency Department Officer of the Day (EDOD), Hospitalist attending physician, Senior Medical Resident (SMR), Psychiatrist on Call (POC) and all other clinical staff concerning administrative tours. The incumbent will provide orientation and situational technical advice to physicians regarding VA policies and procedures. The AOD performs for administrative matters as the EDOD/Hospitalist/SMR/POC/Nursing Supervisor do for clinical matters, working as a team with members of other administrative services (Police, Patient Care Services staff, Office of information Technology staff, ect.) to carry out top management responsibilities during other than regular working hours. The incumbent promotes harmonious working relationships among patients, public, and staff and directly intervenes when problems regarding patient activity occurs, advising clinical staff of appropriate administrative action. In conjunction with the Nursing Supervisor, the AOD is to work on a collegial basis to resolve clinical issues that arise in all spheres during irregular hours. The AOO serves as a principal adviser to the admitting physicians on duty having responsibility for all legal determinations relating to the admission and disposition of patients. Once the determination is made, the AOD is responsible for ensuring that the physician is properly advised as to what actions may be taken in regard to the patient's medical care and final disposition. The AOD is the highest supervisory official for all employees who are on duty during irregular hours. The AOD makes appropriate determination as to employee dispositions after contacting their supervisor/service chief/department head. lf the AOD is unable to reach the appropriate supervisor/service chief/department head, she/he has the authority to call the Medical Center Director, Chief of Staff, Associate Director, Assistant Director, Associate Director for Patient Care, Chief Information Officer or any Medical Center Service Chief if the need arises. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/27/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.GS - 7 level: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience: Knowledge of Medical and Administrative record systems and patient administration in medical facilities. Knowledge of terminology, symbols, and abbreviations as well as special terminology for diagnostic and treatment procedures. Knowledge of all computer menus relating to admission processing, new applications, eligibility for treatment, outpatient scheduling, and medical record management. Knowledge of plans and procedures and emergency plans for work areas throughout the medical center. Knowledge of travel regulations government payments and eligibility.. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 1 full year of graduate level education or superior academic achievement that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond bachelors degree may be used to qualify for the GS-7 grade level . GS-9 level: You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience: Knowledge of terminology, symbols, and abbreviations as well as special terminology for diagnostic and treatment procedures. Knowledge of all computer menus relating to admission processing, new applications, eligibility for treatment, outpatient scheduling, and medical record management. Knowledge of plans and procedures and emergency plans for work areas throughout the medical center. Knowledge of travel regulations government payments and eligibility. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. of J.D., if related that . Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level.
