The primary purpose of this position is to serve as a Fire Protection Engineer Technician consultant at the supervisory and program management level and single point of contact and technical authority relating to fire protection for all base construction and renovation projects.

Duties

Directs, reviews and coordinates on fire protection engineering and fire prevention requirements in coordination with Fire Protection Engineers (FPE). Determines the need for fire suppression systems, fire detection systems, and fire reporting systems for existing and new facilities in coordination with the assigned FPE. Serves as a point of' contact in providing fire protection guidance to FPEs for Contracting, NAVFAC, Army Corps of Engineers, Transportation Command (TRANSCOM), Air Force District Washington (AFDW), Air Mobility Command (AMC), National Guard Bureau, Air Force Reserve tenants, and other base organizations. Provides technical advice to the Fire Chief regarding the effect of both immediate and long-range planning programs related to fire protection engineering. Performs duties as Incident Safety Officer (ISO) and complies with Air Force Occupational Safety and Health (AFOSH) and NFPA 1521 standards. This position will support the Federal Government's response efforts to COVID-19.

Qualifications

QUALIFICATIONS: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions to include the Individual Occupational Requirements (IOR) for the GS-0081, Fire Protection and Prevention Series. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-08, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of fire protection and suppression engineering requirements. Knowledge of fire protection industry standards and alarm control panels, fire hydrants and water distribution systems, utility shutoffs, and suppression systems including special extinguishing agents and systems; Knowledge of recognized standards covering fire protection and prevention techniques and procedures; agency and installation manuals, rules, and regulations; and federal, state, and local fire protection/prevention ordinances and building codes. NOTE: Your resume must show supporting details. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-08 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Effective 1 Jun 00, all DoD firefighters and contract fire and emergency service personnel must be certified at the next higher level before being eligible for promotion to that level. Applicants must list their current firefighter related licenses and certificates on their resumes. Certification requirements for this position are:Fire Officer III, Fire Instructor II, Fire Inspector III, Hazardous Material Incident Commander, and Airport Firefighter. OR Position covered as secondary under the CSRS special retirement provisions for Federal firefighters [5 U.S.C. 8331(21), 5 U.S.C. 8336(c), and 5 CFR 831.902]. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of fire protection engineering theory, philosophy, principles, practices. Knowledge of fire protection building construction features and fire protection building codes. Knowledge of fire suppression systems, fire detection, and reporting systems. Ability to effectively communicate both orally and in writing. Requires ability to work well with others. Ability to develop lesson plans and to read complex construction drawings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
