The primary purpose of this position is to oversee the comprehensive functional program management, strategic planning, analysis, and acquisition assessment activities for the Air Force Technical Applications Center (AFTAC).

Duties

As a Functional Manager for the Center, the incumbent is an experienced acquisition program management professional. Responsible for the collection, analysis, and dissemination of techniques and developmental strategies for sophisticated nuclear technologies to include sensors, analytical equipment, and communication networks. Organizes efforts of multiple teams to identify and resolve technical, schedule, cost, integration, and supportability issues for development and/or modernization of one or more systems, major subsystems, or highly complex equipment. Exercises sound judgment in guiding directorate personnel in using innovative and ingenious techniques in the analysis of contract issues and train them to develop improved techniques and methods to streamline the technology development process. As an acquisition professional, uses skills, knowledge, and APDP certification learned to ensure the Center's capability assessments are properly managed and acquisition processes are followed accordingly.

  • This position has been designated as a Testing Designated Position. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission.
  • Incumbent may be required to undergo a counterintelligence-scope polygraph examination. The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is Acquisition Category Program Management Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 4 months after accepting this position.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge to gauge the results of acquisition and in-house efforts to guide existing programs, then determine and correct future program deficiencies; knowledge of acquisition to include the Planning, Programming, Budgeting, and Execution System (PPBES) process; and knowledge of the operation and capabilities and operation of the DIAs Contract Management System (CMS) and the Financial Accounting and Corporate Tracking System (FACTS). OR Education: One full year of graduate level education in a field directly related which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of policies, entities, missions, resources, operations, capabilities, and requirements. 2. Knowledge of management principles/processes, and analytical techniques for assessing programs and developing strategies for operational improvements and efficiencies. Understanding of financial management and resource allocation principles and techniques as they relate to long range planning of programs and objectives. 3. Ability to effectively organize and analyze information, produce reports, position papers, and present high visible briefings that are responsive to the specific needs of management officials, present clear and concise findings; resolve conflicts based on mature judgment. 4. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions. 5. Member must attain ACQ Level II in Program Management within 24 months of employment start date. 6. Knowledge of security procedures to maintain control of classified material. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
