The primary purpose of this position IT SPECIALIST (NETWORK) GS-2210-12, is to budget, develop, implement, evaluate data communications requirements, and perform a wide range of duties assigned to the position of Communications-Computer Systems Specialist.

Duties

Perform preventive and emergency maintenance actions on network: devices (routers. switches, hubs, etc.). Install and maintain network devices. Manage common core network services such as Dynamic Host Control Protocol (DHCP), Domain Name Service (DNS) and Windows Internet Name Service (WINS). Use network management tools to optimize the base network and minimize downtime. Engineer technical solutions to meet base-wide network requirements and satisfy unique customer needs.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the Information Technology (IT) Management Series, 2210 (Alternative A). Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below. GS-12 SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: skill in applying advanced IT principles, policy and planning concepts, methods, standards and practices sufficient to develop and interpret policies, procedures, and strategies governing the planning and delivery of services throughout the agency; lead the evaluation of agency missions and programs to develop an enterprise IT architecture plan; provide technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; design plans and strategies to modify the infrastructure to support short and long range goals, objectives, and plans; evaluate, select, and modify the architecture modeling tool set used to document, maintain, and enhance the architecture plan; apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence important agency IT policies or programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols, typically found at base level. Knowledge of network operation and maintenance concepts and methods to troubleshoot network problems. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary to make sound decisions, and solve a variety of network problems; and to analyze componet interrelationships and evaluate network systems and computer applications from an operational perspective PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PHYSICAL DEMANDS: The work is sedentary. Some work may require walking and standing in conjunction with travel and to attendance at meetings and conferences away from the work site. Some employees may carry light items such as papers. books, or small parts, or drive a motor vehicle. The work does not require any special physical effort. WORKING CONDITIONS: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Some employees may occasionally be exposed to uncomfortable conditions in such places as research and production facilities.
