The Office of Community Care (OCC) Program Analyst has a primary responsibility to support the planning and operational management for all Community Care/Non-VA Care Services programs at OBVAMC. The Program Analyst reports to the Business Manager, OCC who conducts the incumbent's performance evaluation. The incumbent will also receive instructions from the Chief, OCC; Deputy Chief of Staff; Chief of Staff; or designee of the OBVAMC.

Duties

Conducts ongoing reviews to ensure quality of work and timeliness. Develops and/or evaluates courses for training programs. Reviews and analyzes training and education efforts to determine the effectiveness of the training program. Recognizes when supplemental training is needed. Identifies problems and deficiencies to develop workable solutions and implements improvement plans. Advise supervisors and employees of available training courses. Develops and maintains data capture tools to analyze program trends and forecast anticipated changes. Uses data analysis to recommend modification to procedure scheduling, improvement of utilizing staff, and clinic operations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday 8:00am-4:30pm, subject to change based on the needs of the facility. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/23/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: To qualify at the GS-9 grade, you must have one year of specialized experience equivalent to the GS-7 level or higher and/or meet educational requirements or a combination of specialized experience and education. Specialized Experience: Prepare written correspondence and reports. Communicate both orally and in writing to a wide variety of individuals from varying economic and educational backgrounds. Experience in utilizing computers and applicable databases/software for statistical purposes. Recommend and negotiate solutions to disputed recommendations. Coordinate policies and views on all significant matters affecting the program. OR Education: A substitution of Education for Experience by possessing a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). OR Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate level education as described above which totals beyond the first year. To qualify at the GS-11 grade, you must have one year of specialized experience equivalent to the GS-9 level or higher and/or meet educational requirements or a combination of specialized experience and education. Specialized Experience: Demonstrate work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs. Experience in the use of SQL or other data mining/extraction techniques. Track and analyze programs for the purpose of improving processes and identify problem areas. Analyze and prepare program status reports. Experience in utilizing computers and applicable databases/software for statistical purposes. OR Education: A substitution of Education for Experience by possessing a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. (transcripts required). OR Combination of Specialized Experience and Education: Combination of specialized experience as described above and graduate level education as described above which totals beyond the second year. You will be rated on the following Competencies for this position: CommunicationComputer SkillsEducation and TrainingTeaches Others Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. It may involve regular walking, standing, bending or carrying of light items.
