About the Position: Serves as the Chief of Civil Works Reports Division with responsibility for the planning, organizing and directing of civil works and revolving fund accounting and reporting operations of the Division in support of the U.S. Army Corps of Engineers (USACE) Divisions, Districts, Labs, Military Departments and Defense Agencies. Direct responsibility and oversight for the coordination of the preparation, reconciliation, consolidation and distribution.

Duties

Leads a division organized into two branches, Civil CFO Reports Branch and Civil Eliminations and Cash Reports Branch Delegates authority to subordinate supervisors and holds them accountable for the performance of their organizational element Approves work plans developed by subordinate supervisors; oversees revisions of these plans as necessary Approves employee overtime to support mission accomplishment, as required Develops performance standards for subordinate employees' positions and exercises position management responsibilities ensuring that subordinates' position descriptions are current Reviews and interprets pertinent legislation and directives and guidelines of Department of Treasury, DoD, Defense Finance and Accounting Service (DFAS) Participates in operational planning with top level management and key operational officials for the purpose of determining the effects of proposed best practices on current operations Directs and monitors the activities and provides administrative, regulatory guidance and policy direction for civil works and revolving fund accounting and reporting operations Reviews and analyzes financial reports to track fund execution and to detect/correct errors Performs a continuous analysis of existing accounting policies, procedures, programs, and systems for error detection and to insure accuracy and integrity

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Financial Management Certification Level III with in 24 months
  • Require to submit a Financial Disclosure Statement, OGE-450
  • Supervisory probationary period may be required

Basic Requirement for Accountants: Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: OR Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: One year of experience equivalent to the GS 13 level to include experience with delegation of responsibilities to subordinates; evaluate work performance of subordinates; determine long-range finance and accounting goals; resolve pay problems; experience with civil works and revolving fund accounting. You will be evaluated on the basis of your level of competency in the following areas: Accounting AnalysisDecision SupportFinancial Concepts, Policies, and PrinciplesFundamentals & Operations of Accounting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
