You will serve as a SUPERVISORY ACQUISITION SPECIALIST in the DON, LOGISTICS (M42) of NAVMEDFORLANT PORTSMOUTH VA. This announcement uses the Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service

Duties

You will serve as a Supervisory Acquisition Specialist at the headquarters activity. You will assigns work based on priority; selective consideration of the difficulty and requirements of the assignment; and the capabilities of subordinate employees. You will develop performance standards and evaluates work of subordinates You will give advice, counsel, and instruction to subordinates on work and administrative matters. You will perform professional and analytical work involving the planning, development, coordination and evaluation of contracts in support of programs and operations oversees the subordinate acquisition specialist. You will monitor and coordinate all phases of the acquisition cycle, including the planning, development, implementation, and evaluation of contractual, program, administrative, financial, and technical aspects of contracting requirements.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience in supervisory, serving as the subject matter expert of acquisition and procurement programs. Experience in project management and time management principles and techniques to identify, define, plan, organize, manage, and assess acquisition requirements and projects. Experience preparing a performance work statement or statement of objectives. Experience communicating effectively (orally and written) to senior leaders and experts outside the organization.
