This position is located in the United States Department of Agriculture (USDA), Office of Partnerships and Public Engagement (OPPE), Office of the Director, Chief of Staff. The primary purpose of the position is to provide advice and consultation to the OPPE in the areas of Performance Improvement, Key Performance Indicator (KPI) Development and Performance Measurement, Evidence and Evaluation, Strategic Planning, and Enterprise Risk Management (ERM).

Duties

Compile, analyze, and track an organization’s performance data using a wide range of qualitative and quantitative methods, and develop and maintain specialized data sets to use in program analysis and performance measurements. Evaluate, and measure, Key Performance Indicators (KPIs), Agency Priority Goals (APGs), and quarterly Departmental Strategic Reviews on behalf of and across an organization and divisions. Develop and give presentations on various programs and policies on strategic planning, evidence and evaluation, performance measurement, project management, and Enterprise Risk Management (ERM) to senior leadership. Analyze and formulate objectives and goals and establishes short- and long-range planning activities that support an organization’s programs in priority areas. Analyze and evaluate assessments of activities to identify gaps, prioritize needs, and develop strategies to improve overall program effectiveness and efficiency and to meet evolving priorities. Provide expert guidance to leadership on issues of evaluation policy and practice. Work with division directors and leadership to develop performance improvement plans for an organization’s program areas. Utilize information technology to manage information, analyze data, and display program analyses results.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. Specialized Experience: At the GS-13: One year of specialized experience, equivalent to the GS-12 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped the candidate with the particular competencies to successfully perform as a Program Analyst. For this position, the specialized experience is performing all of the following: Collecting and evaluating administrative and performance data to improve the effectiveness of programs and operations; and Utilizing information technology (e.g., SAS, PowerBI) to display analyses; and Developing and implementing performance measures and indicators to support agency performance plans and frameworks. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
