Qualifications

To qualify for this position, you must have either: A bachelor’s or higher degree from an accredited or pre-accredited college or university in behavioral or social science, or related disciplines appropriate to the position; OR combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to the basic requirements above, you must meet the following requirements: To qualify for the GS-15 level, you need to have at least one year of full-time experience equivalent to the GS-14 level defined as leading a national infrastructure drinking water or wastewater public water system loan program (e.g., drinking water (DWSRF) or clean water revolving funds (CWSRF), etc.); evaluating and interpreting policies and projects; resolving problems related to policy; and communicating with a variety of internal and external stakeholders. Your answers to the online assessment will be used to evaluate your competencies in the following areas:  Ability to serve as an authority in developing new approaches and theories in policy development and implementation. Knowledge of the principles, theories, and practices of drinking water infrastructure for planning, design, construction, implementation, operation, or maintenance of a program/project that increases drinking water system resilience to nature, funds community water systems and non-profit, non-community water systems, and supports drinking water infrastructure in the United States. Skill in making recommendations to assist policy makers in considering policy proposals during the executive and/or legislative decision-making process. Ability to analyze and prioritize organizational needs, estimate resources required to meet those needs, and develop short-and long-range plans. Ability to organize, motivate, and direct managers, teams, and individuals to accomplish organizational goals and priorities. Ability to coordinate special projects/studies regarding programs, policies, guidance, and/or activities. Ability to develop federal regulations establishing environmental and public health goals under environmental statutes administered by EPA. Ability to coordinate senior leadership direction of the Drinking Water State Revolving Fund Program. Skill in oral communication to negotiate with a wide range of groups that may have competing interests, including government officials, citizen groups, professional organizations, and industry groups. Skill in written communication. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
