Support the Chief Learning Office (CLO) in DCSA's Security Training Directorate (ST). Serve as a liaison between CLO and ST's Training Centers: Center for Development of Security Excellence (CDSE), and the National Center for Credibility Assessment (NCCA). Responsible for gathering requirements from and coordinating Center implementation of CLO-driven learning and technology solutions. Coordinate between DCSA, DoD Components/Activities/Agencies, Federal agencies, Industry, and others.

Duties

As a TRAINING SPECIALIST you will be responsible for the following duties: Support CLO in: - Facilitating innovation and the continuous modernization of learning products that align with security community needs and learning best practices. - Making recommendations and determinations concerning learning products and instructional strategies. - Making recommendations and determinations concerning adoption and implementation of learning technologies. - Ensuring the development of curricula to satisfy established requirements of DCSA, various DoD Components and Activities, other Federal agencies, and Industry for a wide variety of security training, education, and awareness needs.

Qualifications

This position has a Basic Requirement for the 1712: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. or Specialized Experience (for positions above GS-5): Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. *NOTE: Failure to provide transcripts will result in you being rated ineligible for this position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: For instructional systems design and learning solutions, the incumbent must possess: In-depth knowledge of current and evolving methods and techniques of adult learning theories Advanced skill in the planning, analysis, design, development, implementation, and evaluation of training programs using a wide range of instructional methods, materials, and techniques. Proven ability to apply learning theories as they relate to the systematic design, development, and evaluation of instructional material. Knowledge of how to sustain instructional systems design best practices as well as how to apply design methods to improve instructional effectiveness. In-depth knowledge of the techniques appropriate for: identifying gaps and requirements by conducting Training Needs Analyses (TNAs), analyzing learner characteristics, defining objectives/outcomes, developing instructional strategies, designing training materials and assessment techniques, developing training materials and evaluating training effectiveness. For instructional systems and technologies, the incumbent must possess: In-depth knowledge of current and evolving distance learning, technology-based training developments and systems. Ability to support non-technical customers in identifying technology-related needs and translating them into formal requirements for evaluation by entities responsible for technology evaluation and acquisition. Ability to conduct research and provide recommendations on benefits and limitations related to adoption of learning technology solutions. Ability to analyze technology integration considerations. PREFERRED Education and and experience in instructional systems design Experience with DoD Security content Specifically you will be evaluated on the following competencies: 1. Instructional Design: Analyze processes/programs and interpret results in assessing training and education requirements. Identify individual and collective training and education capabilities and resourcing gaps, and develop gap mitigation strategies. 2. Training and Education Analysis: Design and select training and educational methods and strategies for targeted competencies. Sequence instructional components for application in new or existing learning programs to satisfy programmatic requirements. 3. Learning and Program Evaluation: Assess the learning outcomes, design, and effectiveness of curricula and training programs, using internal and external assessment methods and tools, to ensure quality and degree of implementation, and to inform instructional decisions. 4. Education Consultation, Coaching and Collaboration: Provide consultation, coaching and collaborative opportunities to implement research-based, learner-centered instructional practices to foster professionalism, improve learning outcomes, and support transfer of learning into practice. 5. Education and Training Technology: Identify, evaluate, and leverage emerging and existing technologies that provide rigorous, relevant, and engaging education for instructors and learners.
