You will serve as Director Equal Employment Opportunity (DEEO) and as the principal advisor to the Office of the Assistant Secretary of the Navy (OASN (Manpower & Reserve Affairs)(M&RA)). You will support the Secretariat Equal Employment Opportunity (EEO) Office, staff offices, field activities and supported organizations regarding all matters pertaining to the EEO program.

Duties

You will establish and maintain model EEO programs that include the identification and elimination of all barriers to equal opportunity in the workplace resulting in an inclusive work environment. You will conduct an annual assessment of the development and execution of EEO programs to include reporting, developing plans of action to correct program deficiencies and eliminating identified barriers. You will develop, communicate and apply measures of quality, effectiveness, efficiency and readiness that are consistent with Department of the Navy (DON) requirements for EEO programs. You will participate in management assessments to ensure compliance with DON EEO program requirements and determine state and effectiveness of EEO and HR programs and services. You will provide guidance, assistance and training, as needed to subordinate activities and management officials at all levels in proactive prevention of discrimination complaints. You will monitor the status of discrimination complaints at subordinate activities and ensure that discrimination complaints are processed in accordance with applicable regulations and DON requirements. You will be responsible for strategic EEO planning involving understanding current and future missions, manpower levels, management competencies, systematic immediate and long-term EEO planning and management.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Executing and evaluating a civilian federal equal employment opportunity (EEO) program to include advising on the application of equal employment opportunity (EEO) program requirements and developing policy, strategic initiatives, and recommendations for senior leaders.
