The primary purpose of this position is: To serve as the Base Supply Accountable/Operations Compliance Officer (AO/OC) for the Standard Base Supply System (SBSS) and Fuels Management functions for AFRC Contractor Operated Base Operating Service Account.

Duties

As the Accountability (AO)/Operations Compliance (OC) Officer, serves as the single face to the base commander, unit commander for all fuels, transportation/Integrated Receipt Process (IRP), and supply matters. Monitors unit's ability to perform key logistics processes pertaining to the mission of the unit, base and other assigned tenant organizations. Maintains, directs and controls fund obligation authority within assigned area. Coordinates with and briefs the comptroller, financial management committees, and working groups in the allocation of supply and equipment budget targets to be sure of proper interface between Operation & Maintenance (O&M) programs and Supply Management Activity Group (SMAG). Develops, provides guidance, and assures implementation of a training program for all Reserve Materiel Management, Fuels, and Transportation/IRP personnel for their assigned Unit Type Code (UTC), and job proficiency training. Performs supervisory personnel management responsibilities. Supervises and directs the supply.

  • Must be able to obtain and maintain a secret security clearance.
  • As an Accountability Officer/Operations Compliance Officer Class 1 Base Supply, Fuels, and Transportation/IRP operation, the incumbent must have an intimate knowledge of all aspects of the Materiel Management, Fuels, and Transportation career fields.
  • The incumbent must be tactful, diplomatic, discretionary, and be of unquestionable integrity.
  • He/she must be capable of negotiating and cooperating in order to work effectively with persons of all degrees of authority and diverse interests.
  • Incumbent must have the ability to make tough managerial decisions that provide staff guidance to subordinate elements of the Chief of Supply complex, as well as lateral organizations to ensure effective supply support at all times.
  • He/she must possess working knowledge of the Supply Management Business Area, i.e. War Reserve Materiel (WRM), Depot Level Repair (DLR), Stock Fund, Air Force Equipment Management Systems (AFEMS), and Mobility Bag Management.
  • This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available.
  • The incumbent may be required to be on call 24 hours and to perform TDY by commercial/military air or surface modes
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
  • Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Materiel Management, Transportation/IRP, Fuels accounting/policies/processes. This position is considered the major authoritative source of knowledge for the organizations supported by the Logistics Readiness Squadron (LRS) and for the overall supply knowledge and programs relationships. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of your transcripts OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of supply, fuels and transportation procedures, manuals and instructions. Knowledge of the Air Force Supply Management Activity Group (SMAG). 2. Ability to apply basic analytical techniques and methods to resolve complex supply, fuels, transportation and base operating services problems. Skill and ability to effectively analyze and evaluate the entire base fuels, transportation, supply operation with the purpose to present a prompt response to customer needs, to improve efficiency. 3. Ability to read, interpret, and apply applicable reference material, such as regulations, manuals, catalogs, etc. to accomplish tasks and resolve complex supply, fuel, and transportation problems. 4. Ability to direct all operations of a base supply, fuels, transportations system to make decisions, commitments and to assume the delegated authority of affixing signature to documents normally signed by the Chief of Supply. 5. Skill and ability to express ideas in a clear and professional manner either in writing and/or orally. Ability to provide professional advice on supply related issues, to all levels of commanders and key officials. 6. Ability to efficiently motivate and supervise subordinate workforce. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
