This position is located in the Prisoner Operations Division, Arlington, VA. The selectee of this position serves as a Grants - Cooperative Agreement Specialist. You will be responsible for working to plan for, and obtain adequate and sufficient detention space for prisoners in state, local, and private detention facilities.

Duties

As a Grants - Cooperative Agreement Specialist at the GS-1101-12/13 level, some of your typical work assignments may include: Determining specific Intergovernmental Agreement (IGA) detention requirements, potential sources, and special terms and conditions required by state, or local government. Identifying deficiencies and recommending practical solutions to achieve intended program goals. Conducting assessments of prisoner populations and detention facilities. Qualifications

GS-12 TIME IN GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 grade level is required to meet the time-in-grade requirements for the GS-12 grade level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted). You may qualify at the GS-1101-12 level, if you fulfill one of the following qualifications: At least one year of full-time specialized experience at or equivalent to the grade GS-11 in the Federal Service performing duties which include the following: 1) Reviewing Intergovernmental Agreement (IGA) cost and pricing proposals; 2) Providing assistance in planning, developing, and reviewing detention plans; 3) Negotiating detention contracts for detention services from private vendors; 4) Reviewing the policies and procedures, etc., related to prisoner detention facilities 5) Identifying necessary program improvements and recommending changes to detention practices, policies, or procedures. (Must be reflected in resume). Applicants may not qualify for this position based on education in lieu of specialized experience at the GS-12 or GS-13 grade levels.
