This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is with the Corps of Engineers, Galveston District, Operations Division, Colorado River Locks Project Office, located in Matagorda, TX.

Duties

Plan the use of workers, equipment, facilities, materials, and tools. Track and report progress of work assignments. Assign work to individual employees involved in the performance of lock and dam operations. Advise and counsel workers on complaints. Coordinate work with the Lock master, to maintain work progress and meet schedules. Set performance standards, for subordinate employees.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position is mandatory drug testing position and meets the criteria for random drug testing under the Department of the Army Drug-Free Federal Workplace Program as supplemented by USACE Pamphlet 600-1-3.
  • This position may be deemed Mission Essential. If designated as Mission Essential, incumbents are not subject to administrative dismissal in emergencies created by inclement weather conditions or other emergency situations as appropriate.
  • Incumbent may be required to have an American Red Cross Standard First Aid card, CPR, and/or AED in good standing and/or wear a prescribed uniform based on site specific requirements.
  • Incumbent may also be required to have a valid state drivers license based on job-related, site- specific requirements.
  • Incumbents are required to observe established safe working procedures. Appropriate protective clothing and/or equipment is provided to minimize or eliminate hazardous conditions, and its use is mandatory.
  • Incumbent may be required to acquire and maintain appropriate Corps of Engineers equipment operating licenses based on site specific requirements.
  • This position will require the incumbent to work alternating work hours and shift work to include weekends and evenings.
  • Incumbent is required to obtain and meet the requirements of a pre-employment physical examination and must be able to meet the requirements of all subsequent physical examinations.

Qualifications

However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision. Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Lock and Dam Operator Supervisor~ without more than normal supervision. Ability to lead or supervise routine maintenance work required for the upkeep of lock and dam site buildings, grounds and equipment. - Failure to meet this Screen out Element will result in an ineligible rating. PHYSICAL EFFORT: Work requires frequent standing, stooping, stretching, climbing and crouching. Lifts and carries items weighing up to 50 pounds. May occasionally lift and carry items weighing over 50 pounds. Uses coordination of eyes, hands and feet, and also of legs and body in installing, repairing, or testing equipment in confined areas such as manholes, enclosed switchgear structures, or on overhead structures. Climbs ladders and poles. WORKING CONDITIONS: Works inside and outside, subject to changing climatic conditions, loud noises, prolonged standing, falling, water hazards, drowning, cuts and bruises. Works in cramped places and is exposed to dirt, grease, fumes, and dust; works around heavy construction machinery, with and around power shop equipment. Occasionally will work behind bulkheads or in tunnels below water level.
