You will serve as Business Manager responsible for managing resource planning, budget formulation, analysis, execution, and reporting. You will be matrixed in support of program, projects, and/or institutional business operations; providing business management and systems expertise enabling directorate and/or Agency-wide oversight of program planning and control activities supporting achievement of timely and cost-effective mission objectives.

Duties

Serves as an Agency expert on budgetary and financial management issues and activities. Coordinates and/or manages all phases of budget development, monitors budget expenditures, and reports to upper management on the state of budget expenditures. Analyzes interrelated issues of cost effectiveness, efficiency, and productivity of substantive mission-oriented programs. Computes and estimates the effect of proposed changes in legislation or regulations on financial systems and services. Evaluates difficult and complex organizational operations and activities, and recommends improvements. Consults on the distribution of work among positions and organizations and the appropriate staffing levels and skills mix. Evaluates, plans, directs, and manages the analytical and evaluative work for critical agency functions related to the development and presentation of budget plans and programs. Leads the coordination of various assignments, problem-solving activities, actionable events, milestones, and/or program/project issues under review, and establishes deadlines to ensure timely and accurate completion of tasks. Maintains current information on the status of all funds to identify actual or potential problem areas, trends, deficiencies, areas of imbalance, or similar factors that could impact the effective management control of these funds. Manages operating expense funds by preparing budgets, submitting annual spending plans, obligating funds, reconciling accounts, and responding to inquiries. Provides detailed analysis to management and appropriate stakeholders in required cadence. Provides project control and business systems expertise and provides oversight activities that support the planning, development, implementation, and maintenance of business procedures and processes necessary for business management. Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level: Performing and providing expertise in resource planning, budget formulation and budget execution; Communicating with customers to provide guidance on budget and business processes to make recommendations for financial decisions; Performing analysis to identify financial concerns for the purpose of determining and recommending alternative solutions.
