Serves as an armed Public Safety Officer and a member of a security force located at a designated field office of the United States Section, International Boundary and Water Commission (USIBWC) carries out assigned long-term or short-term assignments involved in protecting USIBWC personnel and property. OPEN UNTIL FILLED. MAY BE EXTENDED/CLOSED PRIOR TO CLOSING DATE. FIRST CUT OFF DATE IS 11/24/2023. OTHER CUTOFF DATES WILL BE DETERMINED AS NEEDED.

Duties

Patrol on foot or in a vehicle to secure designated areas. Prevent or detect acts of violence. Respond to breaches in physical security controls. Provide verbal direction to personnel seeking entry to restricted areas. Detain violators and turn them over to federal, state, or local law enforcement personnel. Assist in the dispatch of personnel and equipment to emergency situations. Compose and submit reports involving persons suspected of unusual or criminal activity. Render first aid in emergency situations.

Requirements

  • You must be a U.S. Citizen or Naturalized U.S. Citizen.
  • You must successfully complete a background investigation before being appointed to the position.
  • You may be required to serve a one year probationary period.
  • You must possess and maintain a valid U.S. Motor Vehicle Driver License, without impeding restrictions, issued by a U.S. state, the District of Columbia, or a U.S. territory.
  • You must successfully demonstrate firearm proficiency within six months of your appointment, and semi-annually thereafter.
  • You must successfully complete and pass a physical fitness assessment within six months of your appointment, and annually thereafter.
  • You must be able to possess and carry a firearm: Any person convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, USC Section 922(g)(9)], (Lautenberg Amendment Gun Control Act).
  • You must obtain and maintain, within 180 days of appointment, a first aid, cardiopulmonary resuscitation (CPR), and automated external defibrillator (AED) certifications.
  • You must successfully complete a pre-employment medical examination.
  • You must pass a pre-employment drug test and pass periodic drug testing thereafter. A positive result will prevent employment or subject the incumbent to disciplinary action, up to removal from the position.
  • You must be able to lift and carry up to 44 pounds unassisted, and you must be able to lift and carry 45 pounds or more with assistance.
  • You must be able to sustain periods of substantial walking, bending, stooping, standing, crouching, stretching, and reaching; the pre-employment medical examination will evaluate all such requirements.
  • You may required to work overtime.
  • You must obtain and maintain direct deposit of your federal pay.

Qualifications

Qualifications for initial cutoff date must be met by 11/24/23. Minimum Qualification Requirement - To qualify for this position, you must have at least one year of specialized experience equivalent to the GG/GS-04 level in the Federal service or equivalent pay bands (this experience could have been obtained in either the public or private sector) that equipped you with the knowledge, skills, and abilities needed to perform successfully the duties of this position. Grade Differential: Each grade level of the position performs a wide range of tasks similar to those described in the listing of functional area duties and responsibilities. At the lower grade levels, GS/GG-05 and GS/GG-06, the employee will be assigned work to further develop and refine their technical knowledge and skills. Assignments will combine productive work with ongoing training and instruction. Supervision received at the GS/GG-05 and GS/GG-06 grade levels will be closer with oversight and review being provided on a regular basis. Examples of Specialized Experience: Enforcing rules and regulations governing vehicle use, access to parking, buildings, or other facilities; responds to breaches in physical security controls such as locks, gates, electronic security systems, or barriers; detains violators and turns them over to federal, state, or local law enforcement personnel for disposition; controls personnel access by checking identification of individuals entering restricted areas and referring persons lacking proper credentials to a control point in order to arrange access; patrols perimeters to detect faulty fences and detection equipment; detects trespass violations and attempted thefts of property; patrols office and industrial buildings to prevent theft or damage to property, equipment, tools, and supplies; takes appropriate action to protect lives and property using initiative and judgment and applying policies and procedures; monitoring closed circuit television cameras, alarm systems, and telephone and radio networks to relaying messages and update logs; and assists in the dispatch of personnel and equipment to emergency situations. The following activities will be conducted within 6 months from date of hire: Employment Physical Fitness Assessment - the same criteria will be used for all ages of all applicants and for both male and female applicants. The standards that must be met are: - Complete a 1.5 mile run within 17:30 minutes - Complete a 300-meter run within in 81 seconds - Complete 29 Sit-ups within 2 minutes - Complete 21 Pushups within 2 minutes - Background investigation review/follow up.
