Duties

As a Health Scientist (Bilingual), you will: Plan and conduct scientific surveys/studies or projects to identify and solve public health problems. Apply established methodologies and techniques. Provide technical advice and assistance to national, state and local health agencies and to private and non-governmental humanitarian organizations working at a national and international level. Design, oversee, implement, and conduct major scientific surveys/studies or projects to identify and solve issues related to the public health problem. Develop and/or use innovative methodologies and techniques to address the public health emergency.

Qualifications

All qualification requirements must be met by the closing date of the announcement. Basic Qualifications: Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education (https://ope.ed.gov/accreditation/) at the time the degree was obtained. Minimum Qualifications: To qualify at the GS-12 grade level, you must have at least one year of specialized experience at or equivalent to the next lower grade level, which must include the following experience collaborating with ministries of health and/or international humanitarian organizations to design, conduct, evaluate, or analyze scientific projects and studies (such as surveys and qualitative analyses), to identify and solve problems, while leveraging bilingual skills to train and mentor partner country health scientists. Selective Placement Factor (SPF) are special qualification requirements in addition to the minimum requirements, that are essential to successfully perform the duties of this job. If the SPF is not documented in your resume and occupational questionnaire, you will be screened-out and not receive further consideration under this announcement. Applicants must be proficient in French and/or Spanish (speak, read and write). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education completed in colleges or universities outside the United States may be used to meet the education requirements. You must provide acceptable documentation that the foreign education is comparable to that received in an accredited educational institution in the United States.
