This position is part of the Defense Threat Reduction Agency, Defense Threat Reduction Agency. The incumbent will be responsible for providing analysis of complex data and information to support the WMD Facilities Defeat Program Manager in the development of alternative, non-traditional operational capabilities to be employed by SOF in support of Counter Terrorism (CT) and Counter Proliferation (CP) missions.

Duties

As a PROGRAM ANALYST (WMD FACILITIES DEFEAT PROGRAM) at the GS-0343-12/13 some of your typical work assignments may include: Manages, analyzes, and monitors activities involved in the creation and expansion of technologies, tactics, techniques, and procedures for defeating military or terrorist targets with emphasis on WMD-related facilities, hard and deeply buried targets (HDBTs), and mobile and re-locatable targets. Advises the WMD SOF Program Manager, CXC Division Chief, and senior DTRA leadership on the specifics of operational contingency plans that provide for the transition and integration of operational technologies to the warfighter. Provides analysis and input on major research and development (R&D) and test and evaluation (T&E) projects to support system-level SOF demonstrations. Performs cost assessment, planning, scheduling, and monitoring of all WMD Facilities Defeat program activities. The incumbent surveys solution user representatives to define operational requirements, and establish project objectives. Monitors commitment, obligation, and expenditure rates for assigned activities. Assists in maintaining and analyzing records of past, present, and planned work and makes necessary programmatic and technical judgment of priorities. Provides the Program Manager with pertinent information and recommendations from a financial perspective to assist with future financial decisions. Formulates detailed plans and cost estimates for proposed projects related to WMD Facility Defeat capability development and prepares task statements. Defends program plans and budgets and recommends redirection or termination of existing activities to ensure that the highest quality of work and highest priority activities are being achieved. Works with DTRA CXC customers to capture program requirements and identifies the most effective solution providers through market surveys and analysis of alternative technologies and approaches.

  • Occasional Travel - The incumbent is expected to be available for weekend travel, weekend layovers during travel, and long hours while in travel status. It is possible that the incumbent may be TDY approximately 25% of the time CONOUS/OCONUS.

  • Must be able to obtain and maintain a TS/SCI security clearance with eligibility for CNWDI access and RD caveats as required. A counterintelligence polygraph examination may be a condition for working on certain aspects of the project.

  • Incumbent is required to submit a Confidential Financial Disclosure Form, OGE 450, within 30 days of entering the position, annually and upon termination of employment in accordance with DoD Directive 5500.7-R, Joint Ethics Regulation, Aug 30, 1993.
  • This is an Acquisition Workforce position in the Program Management functional area. The incumbent will be required to become certified in the Practitioner tier within 4 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.
  • Valid Passport is required.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Expert knowledge of and subject matter expert (SME) in SOF breaching and / or defeat operations in order to develop methods for defeat of adversary facilities. Expert knowledge of SOF CP WMD tactical entry, production equipment, structural and security systems defeat tactics, techniques, procedures, and safety considerations, as well as all associated equipment, devices, and materials in order to advise leadership of contingency plans. Expert knowledge of a wide range of qualitative and quantitative analytical and evaluative methods and techniques for the assessment and improvement of program effectiveness and complex management processes and systems. Expert knowledge of the budget process and ability to prioritize and recommend resource allocation and develop investment strategies. Demonstrated ability to communicate both orally and in writing in order to prepare and present high level briefings; prepare and present staff actions and reports; develop complex responses /analyses; develop subject information papers; and provide input for policy initiatives. You may qualify at the GS 12, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below: Extensive knowledge of SOF breaching and / or defeat operations in order to develop methods for defeat of adversary facilities. Extensive knowledge of SOF CP WMD tactical entry, production equipment, structural and security systems defeat tactics, techniques, procedures, and safety considerations, as well as all associated equipment, devices, and materials in order to advise leadership of contingency plans. Knowledge of the general requirements of the Federal Acquisition Regulation (FAR) and an understanding of procurement process in order to expedite or facilitate procurement actions under difficult and/or unusual circumstances. Demonstrated ability to communicate both orally and in writing in order to prepare and present high level briefings; prepare and present staff actions and reports; develop complex responses /analyses; develop subject information papers; and provide input for policy initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
