This position is a Public Affairs Specialist, GS- 1035-7 working in Anchorage, Alaska for the R7-Assistant Regional Director-Office of Communications. The full performance level of this position is GS-1035-9

Duties

As a Public Affairs Specialist your duties will include, but are not limited to, the following: Helps develop integrated proactive communication strategies and outreach plans and, in close coordination with senior public affairs specialists, at times on potentially controversial and sensitive matters to promote Service program priorities and policies or to accompany decision documents for submission to senior management. Works with Senior Staff to author and produce a variety of FWS media advisories, news releases, feature stories, official statements, talking points, announcements, letters, internal memoranda, and related materials concerning noncontroversial aspects of assigned program areas. Uses traditional outreach tools, social media, and other tools to engage and to deliver approved information to the public and partners in support of the Service's priorities. Helps Senior Staff analyze questions and information requests, at times under tight deadlines, and helps develop and present responses factoring in the audience, applicable Department of the Interior (DOI) and Service policies, and the technical complexity and sensitivity of the subject matter.

Qualifications

Only experience and education obtained by 11/21/2023 will be considered. In order to qualify for this position you must possess the Minimum Qualification. Minimum Qualification [GS-07]: One year of specialized experience comparable in scope and responsibility equivalent to grade GS-05 in the Federal service. Experience may include: creating written communications such as news releases, public service announcements, presentations, and web-based multimedia products to convey information for a variety of audiences; ensuring written communications are presented in a clear and accurate manner; assisting with developing communication plans and outreach strategies designed for the dissemination of information for various target audiences. OR Successfully completed one full year (18 semester hours) of graduate education in public affairs, communications or related disciplines appropriate to the position. OR A combination of education and experience as described above which together equals 100% of the requirement. OR Superior Academic Achievement (S.A.A): Successful completion of a 4-year course of study leading to a bachelor's degree in a field of study that demonstrates the competencies required by this position with either (1) a grade point average (GPA) of 3.0 based on a 4.0 scale; (2) a 3.5 GPA based on a 4.0 scale for all required courses completed in a qualifying major field of study at either the time of application or during the last two years of your undergraduate curriculum; (3) class standing of upper third of the graduating class in the college, university, or a major subdivision of the college; or, (4) membership in a National Scholastic Honor Society certified by the Association of College Honor Societies, excluding freshman honor societies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education.
