This position is located in the Medical Supply Distribution (MSD) areas of the Logistics Service in a Veteran Affairs Health Care System (VA HCS) and supported catchment area. Primary purpose is to ensure supplies and material distributed to all areas serviced by Logistics. Provide wards, clinics, operating rooms, secondary storage locations, and other hospital facilities with supplies and material including but not limited to, sterile/non-sterile medical supplies, instrument set and equipment.

Duties

Duties include, but may not be limited to the following: Pulls stock inventory and material for delivery; replenishes stock inventory; interacts with clinical and administrative customers and maintains records on stock levels; Reviews existing stock and manufacturers' catalogs, manuals and listings to obtain substitute or interchangeable items to supply in lieu of items requisitioned. Communicates with customers and vendors to obtain information regarding availability and functionality of non-expandable equipment and supplies. Provides guidance to customers on identification of material through research of original equipment manufacturers part catalog for part numbers, descriptions, and size of parts needed. Processes applicable catalog update transactions in accordance with current published procedures. Periodically, reviews assigned manufacturers code and part numbers for continued validity and takes necessary action to update, delete, or dispose of in accordance with published guidelines. Interacts with clinical and administrative customers to ensure issues and needs are identified and either resolved or escalated to supervisors or Inventory Management Specialists as needed. Communicates to the lead or supervisor any concerns related to supplies, equipment and procedures, providing information as needed orally or in writing regarding customer or external stakeholder issues, general telephone inquiries and visitor referrals. Coordinates drop-off of new or transferred equipment and pick up of turn in equipment; scanner pick up and drop off for annual Electronic Inventory Listing (EIL) inventory; and delivery times and area with contractors and vendors with other VA activities, contractors or manufacturers through personal transactions. Reviews numerous computer output listings in the performance of research and identification of supplies as well as prepares system inquires and interpret the responses. Receives non-expendable equipment and material into the VA Health Care System and supported catchment area. Unpacks/uncrates supplies from shipping cartons and properly scans, bar codes, and stores supplies and material. Stores items in accordance with established guidelines, utilizing a computerized inventory system, to ensure integrity of the supplies and material and the data integrity of the inventory management system. Distributes items according to established or ad hoc requirements in computerized inventory management system. Delivers equipment in a timely and accurate manner, ensuring equipment and material delivered are in operational condition. Processes receipt and turn-in transaction to record in the equipment system of record and account for incoming materiel. As needed, assists in other functional areas of the Section and performs other duties as assigned. Work Schedule: Full-Time, Monday - Friday, 8AM to 4:30PM Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/17/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing supplies and material to clinical and administrative areas of a complex health care facility; scanning, bar-coding, receiving, storing and distributing medical and surgical supplies, instruments and other material; pulling stock, replenishing stock and maintaining records on stock levels; monitoring expiration dates; cleaning assigned areas in accordance with aseptic principles; utilizing an automated system to maintain inventory; and answers customer questions regarding supplies and materials. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years above high school in any field for which high school graduation or the equivalent is the normal prerequisite. This education was obtained in an accredited business, secretarial or technical school, junior college, college or university. If you are qualifying on education, transcripts are required. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond equivalent combination of specialized experience and post high school education as described above that demonstrates my ability to perform the duties of this position. For the GS-05, only education in excess of 60 semester hours (2 years) is creditable. If you qualify by a combination, your experience must be detailed in your resume and transcripts are required. You will be rated on the following Competencies for this position: Attention to DetailCustomer Service (Clerical/Technical)Technical CompetenceTechnology Application Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire work day, frequent bending and lifting of supply packages (occasionally weighing as much as 50 pounds) Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance , moves more heavier items weighing over 40 pounds.
