About the Position: This position plans, organizes, directs and coordinates emergency response and programs on the installation and advises on emergency response, Chemical/Biological/Radiological and Nuclear operations and emergency management.

Duties

Principle advisor to the Garrison Emergency Operations Center (EOC)/Crisis Management Team during emergency/contingency conditions and on a day-to-day basis. Organizes, plans, and coordinates emergency response programs with Federal, State, and local entities. Evaluate effectiveness of anti-terrorism program and develop vital protection projects and programs for providing emergency guidance as well as required training to installation personnel. Develop programs for providing necessary emergency guidance and required training to installation personnel.

Requirements

  • In accordance with AR 690-11, this position has been designated as "Emergency-Essential". Emergency-Essential designation takes precedence over any transportation agreement or military recall status.
  • In the event of a crisis situation, the incumbent must continue to perform the duties/requirements of the position to ensure the success of combat operations or to support combat essential systems subsequent to mobilization or an evacuation order.
  • Additional training, medical requirements, and deployment responsibilities may apply to this position.
  • Emergency-Essential Civilians are required to sign a DoD Form 2365; the employee agrees that, as a requirement of the position, he/she will remain in the event of hostilities or mobilization until relieved by proper authority.
  • Single parents or families, where both parents are emergency-essential, are required to prepare a family care plan.
  • Emergency-Essential Civilians are required to undergo nuclear-biological and chemical training, and weapons training; and required to participate in readiness tests, mobilization, alerts, and field training exercises.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • Employee may be required to serve on rotating shifts during emergencies or training exercises.
  • Employee is subject to 24-hour recall to perform emergency response duties. May include tour(s) of duty on weekends or nights to support training for or during actual emergency operations.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
