About the Position: Serves on the Joint Munitions Command HR Servicing Center servicing Tooele Army Depot, Crane Army Ammunition Plant, Letterkenny Munitions Center, Hawthorne Army Depot, and Iowa Army Ammunition Plant. Responsible for operational HR effectiveness to include recruitment and placement and establishing and maintaining standards and measurements for Army's delivery of civilian personnel administrative services.

Duties

Provide staffing advisory services based on the serviced Command's local, regional, or national staffing priorities. Take proactive measures to anticipate the Director’s/Commanders' needs by pre-positioning work products (vacancy announcements, skills assessments, etc) in expectation of new projects and programs. Advise management on recruitment strategies, sources, and special programs, recruitment, relocation, and retention incentive programs. Provide guidance on merit system principles, prohibited personnel practices, and the development and use of valid selection criteria. Assist in developing short and long range staffing plans to meet forecasted mission requirements, human capital losses, and changes in critical competencies. Advise management on a wide range of staffing issues such as workforce shaping/reduction-in-force, special placement programs, recruitment methods, and special pay incentives. Process and/or instruct CHRA-serviced customers on preparation and submission of personnel actions. Write vacancy announcements, and produce referral lists. Ensure priority consideration programs are appropriately utilized.

Specialized Experience: One year of specialized experience which includes experience working with and applying routine civilian Human Resources (HR) principles, laws and regulations in staffing, recruitment and placement, and classification. Such experience includes using a wide range of recruitment authorities and Federal classification procedures, various automated HR systems, as well as experience providing civilian HR advisory services. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resource Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: ClassificationHR Information Systems ApplicationOral CommunicationStaffing and Recruiting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
