The position is for the Supervisory Program Specialist for the Cheyenne VA Health Care System (CVAHCS). The incumbent serves as the integrator that coordinates the software functions for business processes and provides continuous business oversight for various software programs integral to the overall administration and operations of the business and effects programmatic changes at the facility level.

Duties

Major duties include but are not limited to: Directly supervises five (5) GS-0301-07T09 Medical Management Specialists/Health Administrative Specialists on Duty (HOD) and six (6) GS-0303-06T07 Program Support Assistants (Enrollment Specialists) for the Cheyenne VA HCS Oversees the daily operation of the Enrollment & Eligibility Department at the VA Medical Center (VAMC) and Community Based Outpatient Clinics (CBOC) for the HCS, ensuring agency policies and priorities are followed; develops performance standards; and evaluates the work performance of subordinates Develops written operating procedures and schedules to guide employees in their work, provides training and assigns/coordinates the work. Defines standards of work and reviews, revises or rejects work submitted. Establishes priorities, schedules, and deadlines for routine and special projects while monitoring the quality and quantity of work performed. Designs and develops dissemination and training materials and local standard operating procedure (SOP) manuals, develops and utilizes monitoring tools, and provides for the implementation of Business Office programs through on-site education and training. Responsible for organizing, planning, managing, directing, and supervising various complex technical and administrative programs for the BDSL/HAS and serves as the subject matter expert (SME) for the Enrollment and Eligibility (E&E) Program. Serves as the Health Care Systems (HCS) primary Enrollment Coordinator, Beneficiary Travel Manager, New Enrollee Appointment Request (NEAR) Coordinator, VHIC Program Coordinator, Fugitive Felon Program (FFP) Coordinator, Master Person Index (MPI) Program Coordinator, Decedent Affairs Program Coordinator, and the Patient Information Collection Management (PICM) Coordinator. Provides technical oversight for developing, maintaining, and sustaining the E&E program while adhering to Compliance and Business integrity. Responsible for all administrative actions of employees assigned to the section. Administrative activities include but are not limited to approving annual leave, coordinating sick leave absences, scheduling performance appraisals, establishing performance standards and position descriptions, maintaining and improving employee morale and motivation, and dealing with employees and union representatives on employee suggestions, complaints, grievances, and other administrative matters. Responsible for interviewing, selecting, and recommending staffing changes. Makes recommendations for promotions, reassignments, and performance appraisals. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Organizes, compiles, summarizes, and analyzes collected data and generates reports; analyzing, evaluating, advising, and coordinating administrative operation; demonstrate leadership and able to teach, train and orient other staff, prioritize issues/problems, and maintains positive attitude and demonstrates great customer service. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Master's degree. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Regular and recurring work is primarily sedentary, involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending, or prolonged sitting may be required. In addition, the incumbent may be exposed to walking to outlying areas. However, the workplace places no unique physical demands on the employee.
