The ideal candidate should possess a mastery level knowledge of the full range of FEMA grant and cooperative agreement programs to provide expert advice, guidance, and policy interpretation on a wide variety of issues; should have extensive experience in project management, expert communication skills, and possess the ability to oversee staff working on complex projects to achieve successful outcomes.

Qualifications

The qualification requirements listed below must be met by the closing date of this announcement. To qualify for this position at the GS-14 level (starting salary $127,722), you must possess one full year of specialized experience equivalent to at least the GS-13 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the Federal or Private Sector and must demonstrate all of the following:  Overseeing the administration of the life cycle of federal grants from application through closeout (e.g. work plan and budget reviews, analysis of quarterly financial and program reports, or grant monitoring); AND Coordinating and communicating, both orally and in writing, with internal and external stakeholders relating to the grant program management and administration; AND Overseeing and/or preparing the financial and programmatic review of grantee documentation (e.g. analysis of grant activity, financial reporting, and payments draw down).
