The primary purpose of this position is to assist in the smooth operation of the Installation Deployment Readiness Cell and to provide a complete range of readiness, planning, and logistical support to the commanders and all organizations within the wing.

Duties

Plans and Integration: Under direction of the Installation Deployment Officer, performs logistics support for all contingency, exercise, and emergency deployments and movements from JB Andrews. Program Management Support Agreements: Manages support agreements for the 11th Wing. Responsible for coordinating all new, existing, or proposed agreements through all appropriate functional and staff elements. Formulates long-range, emergency, and contingency logistics and mission plans supporting the 11th Wing, tenants, operating locations, and all other personnel assigned to or serviced by the 11th Wing. Conducts war and emergency planning and monitors related training, tests, and exercises. Program Management Logistical Analysis: Determines support requirements of requesting units. Program Management Automated System: Manages local support agreements database.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Logistics Management Series 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of Air Force Planning, procedures, and policies to ensure a complete and accurate plan. In-depth knowledge of Air Force organization principles and functional responsibilities of all base units (to be able to define proper responsibility for planning actions) Knowledge of the concepts, principles, practices, laws, and regulations of mobility operations; and of DoD, Air Force, and AFDW support agreement management policies and procedures. Position requires knowledge of manpower/manning policies, proper manning practices, costing policies, and procedures, reimbursable costs, and their impact on all organizations and facets of DoD and other Federal agencies. Desirable knowledge of 11 WG, Pentagon, and tenant unit missions, organization structure, policies, and procedures. Be thoroughly familiar with all areas of base operations, wartime operations, deployment planning, and in-depth knowledge of all agencies supporting functional areas. Must possess initiative, creativity, and be an innovative thinker and producer. Must demonstrate reasonable and educated judgment consistent with background and knowledge of program and logistics management. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge and skill in the application of DoD, Joint, USAF, and AFDW policies, principles and methodologies, directives, instructions, and procedures as they apply to logistics, deployment procedures/operations, war reserve material, base reception, and support agreements. Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify shortfalls/changes required. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Skill in conducting briefings, meetings, and interviews with supervisors/employees to obtain specific and unique information about organization missions, functions, and work procedures. Ability to work with Senior members of the wing staff, DoD, USAF, other MAJCOMs, sister services during day-to-day operations, contingencies, and special projects. Ability to communicate effectively, both orally, and in writing, to gain cooperation from others through tact, courtesy, and diplomacy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
