About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-WDDD99 US ARMY SPECIAL OPERATIONS COMMAND.

Duties

Serves as a Senior Intelligence and Operations Specialist with responsibility for overall program management (policy, resource management, justification and execution) of designated Special Programs. Serves as a Staff Action Officer, and advisor on Sensitive Activities (SA) and Special Access Programs (SAP), Advanced Special Operations (ASO) and Personnel Recovery (PR) plans, policies and operations. Advises the Regimental Operations Officer, Regimental Deputy Commanding Officers, and the Regimental Commander on all ASO, PR, SA, and SAP operational matters. Participates in interagency and command meetings, conferences and special working groups involving officials from other functional areas and organizations to coordinate and resolve problems. Conducts analysis of intelligence and operations plans to identify required coordination to brief senior leader on potential problems and solutions. Researches, conducts intelligence analysis, and ensures the consideration of international or political changes that may affect the degree of support provided identified countries. Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Requires Temporary Duty (TDY) travel up to 30% of the time.
  • Must be able to obtain and maintain a TOP SECRET (TS) security clearance with eligibility for Sensitive Compartmented Information (SCI) based on a T5 investigation/Single Scope Background Investigation (SSBI).
  • Designated Key Position: This position has been identified as being a Key Position under the provisions of AR 690-11, Use and Management of Civilian Personnel in Support of Military Contingency Operations.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series. You will be evaluated on the basis of your level of competency in the following areas: Intelligence Strategic PlanningInteragency Coordination and DeconflictionPlanning and Evaluating Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled.This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
