About the Position: You will lead the development and execution of the project's programs which are divided into four functional areas: recreation management, natural resources management, visitor assistance and interpretation. You will coordinate the work of rangers assigned to the functional areas. Recruitment incentives, including student loan repayment, may be offered to highly qualified candidates.

Duties

Manage the overall environmental and natural resources programs for the Project Office. Long-range and short-range planning, administration, and coordination of various project activities. Coordinate development of Natural Resource phases of the Operational Management Plan (OMP) Provide input for and/or develop applicable portions of Categorical Exclusions (CatEx), Environmental Assessments (EA) or Environmental Impact Statements (EIS) Prepare, coordinate and implement short-range and long-range plans for operations to identify Natural Resources Management projects Serve as a technical advisor for Natural Resources in the liaison capacity between the Project, District, and other partner agencies Develop, submit and manage a Natural Resource budget for the Project Develop, administer, and supervise construction, services, and natural resource contracts Serve as point of contact for the Project area and maintains personal contact and public relations to promote acceptance, understanding, and compliance with Corps of Engineers policies and objectives Conduct public relations services for the general public and for special groups, such as schools and professionals. Provide for project surveillance through patrol of project lands and waters to prevent unauthorized use, trespass, or destruction of property Insure compliance with rules and regulations, and protection of project land, water, facilities and other environmental resources. Develop and administer a program to monitor and secure the integrity of project lands Ensure the strict enforcement of safe practices and safety regulations

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee may be required to wear the Corps' authorized uniform in the performance of duties as prescribed by AR 670-10 and supplements.
  • Incumbent may be required to receive a minimum of 24 hours of personal protection/unarmed self defense, situational evaluation and tactical communication training within two years of employment.
  • Incumbent may be required to possess or be able to acquire first aid, cardiopulmonary resuscitation and blood-borne pathogen training.
  • Work nights and weekends and holidays.
  • Must obtain a state drivers license and Corps of Engineers boat operator license.
  • Official Business Travel (TDY) is required up to 10% of the time.
  • Position is subject to pre-employment and random drug testing in accordance with AR 600-85

Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes leading and mentoring others AND two (2) of the following: a) Administering the conservation/use of natural resources; b) Implementing plans for the construction/improvement of facilities; c) Developing/administering service/minor construction contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Forestry, Biology, Environmental Science, Range Management, etc. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
