You will serve as a PROCUREMENT ANALYST in the Government Commercial Purchase Card (GCPC) Branch (N101B), of the Business Operations Division (N101), in the Contracting Department (N10) of the MILITARY SEALIFT COMMAND.

Duties

You will provide established training to Government Commercial Purchase Card (GCPC) program participants.. You will establish and maintain your GCPC program hierarchy or hierarchies. You will provide oversight of your GCPC program hierarchy or hierarchies. You will serve as the GCPC program point of contact with the issuing bank. You will understand command and Defense Finance and Accounting Service (DFAS) financial management systems and processes. You will Implement GCPC Program Management Policy on behalf of the Head of Activity (HA). You will serve as an Agency Program Coordinator (APC) HL5 in the MSC GCPC Program.

• In addition, to the requirements stipulated in the OPM Qualification Standard General Schedule Positions in the GS-1102 occupational series, employees must hold a DAU Contracting Professional Certification.
• This a Defense Acquisition Workforce position that requires a Contracting Foundation acquisition certification. The incumbent has 36 months to earn this certification.
• Incumbent must obtain and maintain certification in accordance with DOD instruction 5000.66.
• As an Acquisition Workforce (AWF) member, incumbent must complete 80 hours of Continuous Learning Points (CLPs) every two (2) years, in accordance, with DoDI 5000.66.
• Workforce members are encouraged to earn their CLPs by completing Defense Acquisition University (DAU) Credentials.
• Obtaining certification within the allotted grace period and maintaining CLPs before and after achieving certification are conditions of employment.
• Failure to meet these requirements could result in disciplinary action and/or removal from employment.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: GS-12: Experience with program management principles and techniques applicable to acquisition programs. Experience with general contracting. Experience assisting with establishing and maintaining internal policies, training, and communication. Experience coordinating and compiling data call responses to leadership. Experience setting single purchase and cycle limit thresholds. Experience assisting or advising with account management, account reconciliation, and invoice certification. Experience providing advice and guidance on Contacting/Acquisition matters and participating in the development of procedures and policies. GS-11: Experience with general contracting, commercial procurement procedures and Simplified Acquisitions Procedures (SAP). Experience suspending and closing accounts in accordance with organizations policies and procedures. Experience coordinating and completing scheduled and short-notice data tasks and reports for internal and external stakeholders. Experience maintaining individual Cardholder (CH) and Approving Official (AO) files/records. Experience coordinating internal and external data taskers, reports, and presentations. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.
