Duties

Develops policies and procedures and monitors the use of appropriated and Non appropriated fund resources impacting MWR activities. Serves as principal financial advisor to NAF managers as directed. Develops and implements plans and policies for use of resources. Administers, coordinates and consolidates APF and NAF MWR fund budgets, reviews for reasonableness and complementing actions. Prepares the cash budget. Prepares the cash budget. Develops and coordinates the MWR fund segment of command review/analysis ensuring necessary financial review and analyses, and that budget variances are addressed. Formulates and maintains a system of internal management controls. Establishes policies, plans, procedures, reviews and audits to ensure compliance with established controls. Exercises financial oversight for installation private organizations and certifies availability of funds for substantial expenditures. Supervises assigned staff.

Requirements

Qualifications

MINIMUM QUALIFICATIONS: Work experience which includes: 1. Interpreting and assessing program financial performance using standard financial management systems. 2. Interpreting balance sheet and profit and loss statement results. 3. Applying commercial budgeting techniques. 4. Supervisory experience directing technical and professional financial management operations. HIGHLY PREFERRED/HIGHLY QUALIFIED: 1. Must possess three (3) to five (5) years' experience in directing the preparation, analysis, justification and execution of operating budgets, construction budgets and Capital purchases within the last three years. 2. Must possess three (3) to five (5) years' experience in non-appropriated fund (NAF) procurement functions within the last three years. 3. Must possess three (3) to five (5) years' experience in executing administrative and personnel management responsibilities related to the accomplishment of the assigned mission, within the last three years.
