You will serve as a GG-0340-15 Supervisory Program Manager at the FARRAGUT TECHNICAL ANALYSIS CENTER in Suitland, MD. As the Executive Director, you will manage a large organizational structure, support U.S. naval missions and functions with expert knowledge of national level intelligence analysis and production, develop resource requirements, and execute the budget.

Duties

You will manage the Center resources consisting of a multi-million dollar annual budget to perform all functions required to accomplish assigned science and technical intelligence support responsibility. You will serve as the expert of Farragut Technical Analysis Center mission, functions, tasks, plans and programs and their relationship throughout the Office of Naval Intelligence enterprise and Navy intelligence community. You will be responsible for the hiring, retention, well-being, morale and performance management for over 460 Defense Intelligence civilians at home station and deployed worldwide. You will provide oversight of Farragut operations as the Branch Head by exercising direct and second level supervision over seven GG-15 Departmental Heads and a large staff consisting of GG-15 and GG-14 staff officers. You will use creativity and depth of intelligence knowledge to provide guidance in the development of long range strategic plans to prepare the command for future requirements. You will support U.S. naval missions and functions with expert knowledge of national level intelligence analysis and production. You will be responsible for the development of resource requirements and budget execution.

Requirements

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period.
  • Some travel may be required (within/outside U.S.).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector, such as: 1. Manage a multi-million dollar annual budget to accomplish assigned science and technical intelligence support responsibility. 2. Align personnel and fiscal resources to meet new mission requirements by determining acceptable mission risks. 3. Coordinate with internal and external leadership and staff to build and defend a sufficient and sustainable program to meet mission goals. 4. Assume responsibility for the hiring, retention, well-being, morale, and performance management for civilian employees. 5. Set and oversee policy for all aspects of human capital strategy and execution to include promotion, awards, and discipline.
