THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE BARGAINING UNIT POSITION. This National Guard position is for a PROGRAM ANALYST, Position Description Number T5615000 and is part of the Montana Army National Guard, G8 - S&S. Duties

Provides management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Serves as advisor to the USPFO and staff members regarding compliance, readiness posturing as relates to accountability and mission limiting issues. Review, evaluate, and obligate ammunition for the State. Summarize and authorize ammunition requested related to the organization's program action. Identify and conduct analysis of deficiencies in resource consumption, training, and scheduling. Manage annual funds for the state Ammunition Supply Activity. Input unit contracts, process actions, and review unit requests in GFEBS for correct information and authorization. Manage all Army unit ammunition issues and turn-ins and corresponding paperwork. Develops sampling plans and procedures for validating accountability and inventory certifications. Independently evaluates the effectiveness of substantive unit programs and processes in meeting their established goals and objectives. Analyzes evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses. Develops recommendations to correct deficiencies or suggest program/process improvements. Plans and designs procedures to improve organizational effectiveness and efficiency. Evaluates unit and organizational effectiveness. Develops and administers a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations. Plans, coordinates, and carries out the successive steps in fact-finding and analysis of issues to complete each phase of assigned projects. Using standardized and locally developed evaluation programs and processes, management principles, organizational theory, and techniques of analysis and evaluation, plans and accomplishes scheduled evaluations. Analytical methods contained in applicable regulations and guidelines are not always applicable to specific work; adapts methods to meet needs of the specific situation. Evaluates management effectiveness of property management functions and informing management of programs. Coordinates and/or conducts management studies of organization, staffing, work measurement, methods, or procedures. Monitors all unit standardization/evaluation type programs ensuring adherence to all requirements defined in Department of the Army, NGB, and local publications or directives. Identifies or creates metrics and measures progress toward accomplishment of unit plans, programs, goals, and objectives regarding federal property and supply accountability. Applies statistical analysis techniques to measure progress, efficiency, and trends impacting the effectiveness of the organization to meet the organizational goals and objectives. Performs inventories of equipment and supplies and analyzes requisition data to determine causes of any discrepancies. Develops cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment. Interprets a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures, and practices. Provides USPFO, DCSLOG/G4, Command Staff, commanders with factual, objective assessments of the unit's ability to conduct unit logistics operations and account for federal property. Analyzes, evaluates, validates, and identifies ways to improve the mission, function, and activities of the organization. Provides USPFO, DCSLOG/G4, Command Staff, commanders with information needed for effective direction of programs. Advises the USPFO, DCSLOG/G4, Command Staff, commanders, managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation. Recommend corrective action to re-establish and ensure compliance with applicable logistics and physical security regulations and directives, with a specified suspense date. Develops processes, management, administrative, and technical evaluation plans for implementation by supervisors/managers. Notes deficiencies, identifies necessary resources, and recommends corrective action. Recommends internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and follow-up reports. Manages the evaluation program to ensure required actions are tracked and completed. Makes recommendations, reviews responses, and ensures that corrective actions are performed. Responsible for on-the-spot corrective assistance and guidance to personnel during the conduct of the evaluation/review. Coordinates with other sections within the USPFO and JFHQ to resolve technical problems.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • External applicants must be able to start within 6 months of selection.
  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
  • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • Must be able to obtain and maintain the appropriate security clearance of the position.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems. (MUST address these experiences in detail on resume to be considered for this position.) SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. (MUST address these experiences in detail on resume to be considered for this position.) EDUCATION IN LIEU OF SPECIALIZED EXPERIENCE: Master's or equivalent graduate degree -or- 2 full years of progressively higher level graduate education leading to such a degree -or- LL.B. or J.D., if related.
