This position serves as the Ambulatory Care Operations Director-Group Practice Manager & reports to the Chief of Staff at the Cheyenne VA Health Care System. This position will provide oversight and administrative management of all ambulatory care services in the VAMC and related Community Based Outpatient Clinics. Responsible for primary care, mental health, specialty care, ambulatory surgery and all other ambulatory clinics oversight and integration into the Clinic Practice Management model.

Duties

As the Supervisory Health Systems Specialist you duties will include but are limited to the following:Major Duties Provides access related consultative services to the VAMC, VISN and National leadership. Work with the National Program Office, in collaboration with VAMC Service Lines, to review and develop national guidance and policies that will facilitate standardized processes. Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies. Will be called upon weekly to collaborate with staff from other facilities and to work on national project groups to review and develop national and VISN level policies, procedures, systems, requirements documents, and business or access analysis initiatives. Coordinates and aligns system performance measures and goals with system needs and specific requirements of national or VISNcooperative efforts. Review and evaluate local processes and procedures to determine areas of effectiveness, efficiency, and improvement for proposal through GPM Community of Practice and the national Steering Committee at the national level. Review and evaluate system-wide training plans to optimize local use. Work with Veteran Experience Advocates at the local VAMC to evaluate patient and family concerns regarding the access to services needed. Interface with national leadership to ensure local policies and procedures are consistent with national policy. Serve as the supervisor for a unit engaged in clinic access and data analytics. Lead program planning and execution for VHA-approved program of clinic practice management at the VAMC level. Review and provide guidance to identify strategies to reduce backlog. Incorporate Lean management, system redesign, and process improvement based upon knowledge of VHA's and local MyVA organizational philosophy, policies and management principles. Work in collaboration with the VAMC leadership in the preparation for JCAH. Ensures record management guidelines are adhered to in the clinic setting. Develop both long- and short-term policies and plans for the VAMC. Develop and maintain annual budget plan and staffing plans for outpatient care. Ensure effective use of office staff and recommend needed changes to enhance central support services. Evaluate the performance of direct reports and initiate appropriate action in order to reward, guide, or provide counsel. Act as a liaison or point person for communications with persons and/or groups internal or external to the VAMC, speaking for the principal on Clinical Access issues. Work Schedule: Monday - Friday, 8:00am to 4:30pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/10/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Clinic build, understanding consults and open encounters experience. Review and provide input on nationally issued regulations and policies for VA-wide implementation, utilizing local ACOD-GPMs and communication strategies. Coordinate efforts to ensure patient concerns are received, evaluated, and addressed in a timely and effective manner by the appropriate subject matter experts. Serve as the supervisor for a unit engaged in clinic access and data analytics. Develop both long- and short-term policies and plans for the VAMC. Develop and maintain annual budget plan and staffing plans for outpatient care. Provide administrative management for ambulatory care clinical support services. Provide leadership and direction to promote the development and productivity of all employees supervised. Represent management at labor management meetings as directed. Act as a liaison or point person for communications with persons and/or groups internal or external to the VAMC, speaking for the principal on Clinical Access issues. Physical Requirements: Performance of the incumbent's duties may require extensive walking per day to meet with the VAMC Leadership, Clinic Leads, Administrative Leads, MAS staff, and other clinic personnel. Trips to satellite outpatient clinics are sometimes necessary and will involve transportation via station vehicle or privately owned vehicle. The work performed is of a precise nature requiring long periods of concentration that is often interrupted. Incumbent is often faced with changing priorities and with meeting deadlines.
