The Program Analyst applies a high degree of qualitative and quantitative analytical skills to analyze current and proposed operating programs and evaluate their actual or potential in achieving objectives. This position is located within the Quality Management Service Line at the VA Medical Center in Bedford, MA. This position is full-time at 40 hours per week.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/13/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify for this position at the GS-11 level, you must meet one of the following: Specialized Experience: You must have at least one (1) full year of specialized experience, equivalent to at least the next lower grade level (GS-9) in the Federal Service, that has given me the knowledge, skills and abilities required to successfully perform the duties of this Program Analyst. Specialized experience is demonstrated work experience using qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; proficiency in the use of SQL or other data mining/extraction techniques; tracking and analyzing programs for the purpose of improving processes and identify problem areas; analyzing and preparing program status reports; utilizing computers and applicable databases/software for statistical purposes; and managing information systems. Physical Requirements: The work is sedentary, being performed for the most part in an office setting with occasional requirements to lift, bend, and carry books, supplies and files. Will be required to be seated at a computer console for extended periods and be able to enter and review information displayed on a television type monitor; occasionally walks to other areas of the medical center. The work is performed in a properly controlled office setting devoid of unusual risks or discomforts.
