Who may apply: Current, permanent DFAS employees in the competitive service and current DFAS VRA employees in the local commuting area and eligible DoD PPP Military Spouse preference applicants. This announcement will be used to fill positions with an entry grade of GS-07, or GS-09 with a target grade of GS-09. The minimum salary for grade GS-07 is $46,696, the maximum salary is $60,703. The minimum salary for grade GS-09 is $57,118, the maximum salary is $74,250.

Duties

Performs manpower utilization studies to identify and develop improvements to efficiency of manpower and methods of functional areas of the Center. Analyzes requests for changes in manpower allocations and resolves questionable justifications through communication with customer and following established policies. Advises and assists management on implementing recommended organizational changes. Collects and analyzes pertinent organizational data and information; develops statistical and narrative data to justify any changes and recommendations; prepares and presents briefings. Advises on proposed reorganizations and/or realignment of functions and staffing level changes.

Qualifications

TO BE QUALIFIED: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade in the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience for each grade level is described as follows: GS-07 Specialized experience is defined as: work performed equivalent to a GS-05 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-05 if outside the Federal service which includes performing recurring assignments in support or a program or project. Collects data and presents findings to supervisor. Assists in preparing briefings. GS-09 Specialized experience is defined as: work performed equivalent to the GS-07 grade level in the Federal service, or comparable in difficulty and responsibility to the GS-07 if outside the Federal service which includes experience using qualitative and quantitative methods and techniques in program areas to evaluate effectiveness and efficiency; assisting in providing analysis and evaluative support to the program area of the organization; and serving as a member of a team that advises management on the effectiveness of assigned programs Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. For consideration at the GS-07 level, applicant must have served 52 weeks as a GS-05 or higher grade in Federal Service. For consideration at the GS-09 level, applicant must have served 52 weeks as a GS-07 or higher grade in the Federal Service.

Education

GS-07 Substitution of Education for Experience: One full year of graduate level education or Superior Academic Achievement (http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp) may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).

GS-09 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.
