Duties

You will develop and/or refine policy and procedures for use of computers, network components, peripheral equipment, software, firmware, services, and related resources concerning unusual or critical problems. You will manage technical efforts to ensure reliability and accuracy to related problems that involve the generation and/or application of theories, principles, practical concepts, processes, and methods related to IT fields. You will design and conducts comprehensive IT studies where the boundaries are extremely broad and difficult to determine in advance. You will be responsible for overall budget plans for many diverse features of assigned program areas. You will take into account the costs/risks associated with operations of extremely complicated equipment, software, and unique components. You will provide authoritative technical guidance/advice to senior level managers and staff concerning unusual or critical IT problems that often affect the work of other senior engineers, administrators, support contractors. You will lead process and projects to assess, design and implement business and technical solutions to meet the emerging needs of the SSP community. You will manage the day-to-day operational and tactical aspects of multiple and/or large-scale projects. You will identify and estimate project complexity, approach, staffing, cost and alternatives using repeatable estimating models, best practices, and past experience.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area IT Project Manager level Intermediate within 12 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

For the NH-04 Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Overseeing the application of measurement and analysis tools to develop and interpret metrics for evaluating system effectiveness and identifying risks and issues, as well as, implementation of corrective and process improvement actions, as appropriate, in response to those metrics. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: Ensuring customer requirements are identified to define system scope and deliverables. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: Providing advice or guidance and renders decisions on specific problems brought to attention. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: Monitoring project schedules, costs, and performance to identify problems, determine causes and select courses of corrective actions while recognizing the resulting impacts, risks involved, and necessary trade-offs. In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower level NH-03 (GS-13 equivalent) or equivalent pay band in the federal service or equivalent experience in the private or public sector leading information technology projects and managing technical requirements (e.g., systems analysis, manpower, budgeting, scheduling, resource allocation) for the development, design, acquisition and testing of new or modified information systems. For the NH-03 Your resume must demonstrate one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies, as defined: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: Applying measurement and analysis tools to develop and interpret metrics for evaluating system effectiveness and identifying risks and issues, as well as, recommending corrective and process improvement actions, as appropriate, in response to those metrics. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. In addition to experience demonstrating the four competencies above, your resume must demonstrate one year of specialized experience equivalent to the next lower level NH-02 (GS-11 equivalent) or equivalent pay band in the federal service or equivalent experience in the private or public sector analyzing technical requirements and making recommendations for information technology projects (e.g., systems analysis, manpower, budgeting, scheduling, resource allocation) to support the development or testing of new or modified information systems.
