Perform functions as the Program Specialist, assigned to the Office of the Chief. This position reports directly to the Medical Management Specialist, MH&BSS. The incumbent serves as the primary Contracting Officer Representative, Space and Equipment Coordinator, and New Employee Orientation Coordinator for MH&BSS and act as an extension of the Medical Management Specialist in resource management and program administration.

Duties

Duties consist of the following, but are not limited to: Serves as the primary Mental Health & Behavioral Science Services (MH&BSS) Contracting Officer Representative (COR) on assigned contracts. Provides technical assistance in the development of statements of work, performance work statements, specifications inspecting deliverables and invoices. Conducts on-site inspections of contractor's work to assure contract compliance. Reviews progress payments, and reviews contract information to determine extent of compliance with contract. Serves as Control Point Official for all control points within the MH&BSS. Maintains the psychological supply and fee basis fund control point by maintaining records and current balance of this account. Recommends budget adjustments including restructuring budget allocations to deal with varying cost of supplies and equipment and/or changes in availability of funds. Initiating relocation and recruitment incentive documents, preparing documents for recruitment of vacancies and requests for new FTEE. Conducts annual inventory and advise operating officials on requirement and procedures for acquisition, repair, and disposal of equipment. Assists Medical Management Specialist in coordinating all changes in clinical programs in which employees, consultants, supplies, testing materials, equipment, space, and other facilities need to be planned for, ordered, received. and inventoried. Manages and is responsible for the preparation and assignment of the Psychiatrist of the Day (POD) monthly schedule. Primarily responsible to oversees and coordinate MH&BSS service specific orientation to new employees. Develops and maintains the MH&BSS service specific orientation packet and recommends changes to the orientation process and procedures. Research and/or analyzes problems, and issues, related to the VERA-CM Retention program. Oversees special funds received via grants, donations, or any source outside of annual budget appropriations to ensure appropriate spending. Performs other related duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required). You must have a combination of specialized experience and education beyond 1 full year of graduate level education.
